BILL NUMBER: S1943 TITLE OF BILL : An act to amend the public health law, in relation to requiring information on concussions to be provided to all parents of children playing tackle football PURPOSE : Provides parents or guardians of children participating in tackle football programs informational packets regarding concussions and sub concussive blows, and the injuries that may result from receiving such blows. SUMMARY OF PROVISIONS : Section 1 amends Article 25 of the public health law by adding a new Title VII entitled YOUTH SPORTS, Section 2595, tackle football programs shall provide informational packets regarding concussions and sub-concussive blows, and the injuries that may occur as a result of such blows. Section 2 defines "tackle football programs." EXISTING LAW : None

LATIMER -- read twice and ordered printed, and when printed to be committed to the Committee on Health AN ACT to amend the public health law, in relation to requiring informa- tion on concussions to be provided to all parents of children playing tackle football THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Article 25 of the public health law is amended by adding a new title 7 to read as follows: TITLE VII YOUTH SPORTS SECTION 2595. FOOTBALL PROGRAMS; INFORMATION ON CONCUSSIONS. § 2595. FOOTBALL PROGRAMS; INFORMATION ON CONCUSSIONS. 1. ALL TACKLE FOOTBALL PROGRAMS IN THE STATE SHALL PROVIDE AN INFORMATIONAL PACKET ABOUT CONCUSSIONS AND SUB-CONCUSSIVE BLOWS, AND THE INJURIES THAT MIGHT OCCUR AS A RESULT OF RECEIVING SUCH BLOWS, TO THE PARENTS OR GUARDIANS OF ALL CHILDREN PARTICIPATING IN SUCH TACKLE FOOTBALL PROGRAM. THE INFORMATIONAL PACKET SHALL BE PROVIDED BY THE DEPARTMENT AND SHALL BE AVAILABLE TO BE DOWNLOADED FREE OF CHARGE FROM THE DEPARTMENT'S WEBSITE. 2. FOR THE PURPOSES OF THIS SECTION, "TACKLE FOOTBALL PROGRAM" SHALL INCLUDE ANY PRACTICE, GAME OR OTHER ACTIVITY WHICH INVOLVES ENGAGING IN TACKLE FOOTBALL AND WHICH IS ORGANIZED BY A SCHOOL, ADULT, OR PUBLIC OR PRIVATE LEAGUE OR OTHER ENTITY WHOSE PURPOSE IS TO ALLOW CHILDREN TO PARTICIPATE IN CONTACT FOOTBALL. § 2.
