BILL NUMBER: S366 TITLE OF BILL : An act to provide for the elimination of burdensome reporting requirements imposed on school districts and local governments PURPOSE : Provides for the elimination of certain reporting requirements imposed on school districts and local governments. SUMMARY OF PROVISIONS : Section 1 - Any provision of statute or regulation that requires a local government of school district to submit a report to a state agency or authority shall expire and be deemed repealed on April 1, 2017; provided, however, that all provisions of such statutes and regulations other than such specific reporting requirements shall be unaffected by the repeal of such reporting requirements and remain in full force and effect. Section 2 - Requires that every state agency and authority shall prepare and submit to the mandate relief council, on or before December 31, 2016, a report that identifies each report it receives from local governments and school districts, explains the agency's or

LITTLE, AKSHAR, SEWARD -- read twice and ordered printed, and when printed to be committed to the Committee on Educa- tion AN ACT to provide for the elimination of burdensome reporting require- ments imposed on school districts and local governments THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any provision of law to the contrary, any provision of statute or regulation that requires a local government or school district to submit a report to a state agency or authority shall expire and be deemed repealed on April 1, 2018; provided, however, that all provisions of such statutes and regulations other than such specific reporting requirements shall be unaffected by the repeal of such report- ing requirements and remain in full force and effect. § 2. Every state agency and authority shall prepare and submit to the mandate relief council, on or before December 31, 2017, a report that identifies each report it receives from local governments and school districts pursuant to statutory or regulatory requirements and, for each such report, explains the agency's or authority's need for the report, makes a recommendation to eliminate or continue the reporting require- ment, and, where the recommendation is to continue the reporting requirement, makes additional recommendations including but not limited to the secure electronic transmission of data directly to state agencies and authorities to reduce the burden the reporting requirement imposes on local governments and school districts. § 3.
