   and when printed to be committed to the  Committee  on  Investigations

 AN  ACT  to amend the legislative law and the executive law, in relation
   to enacting the "legislative online digital paperwork reduction act"

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Short  title. This act shall be known and may be cited as
 the "legislative online digital paperwork reduction act".
   § 2. The legislative law is amended by adding a new  section  44-b  to
 read as follows:
   §  44-B. PRINTING OF DOCUMENTS. NOTWITHSTANDING ANY OTHER PROVISION OF
 LAW, THE SENATE AND ASSEMBLY SHALL MAKE ALL LEGISLATIVE REPORTS, DIGESTS
 AND RECORDS AVAILABLE ON THEIR RESPECTIVE  WEBSITES  IN  A  MANNER  THAT
 ALLOWS SUCH REPORTS, DIGESTS AND RECORDS TO BE PRINTED.
   §  3.  The  executive  law is amended by adding a new section 170-c to
 read as follows:
   § 170-C.  AVAILABILITY OF DOCUMENTS. EVERY STATE AGENCY IN  THE  STATE
 SHALL  MAKE  ITS ANNUAL REPORTS AND ALL OTHER PUBLIC DOCUMENTS AVAILABLE
 IN A DIGITAL FORMAT ON ITS WEBSITE IN A MANNER THAT ALLOWS SUCH  REPORTS
 AND  DOCUMENTS  TO  BE PRINTED. AS USED IN THIS SECTION, THE TERM "STATE
 AGENCY" SHALL MEAN ANY DEPARTMENT, BOARD, BUREAU, COMMISSION,  DIVISION,
 OFFICE,  COUNCIL,  COMMITTEE  OR  OFFICE  OF THE STATE, A PUBLIC BENEFIT
 CORPORATION OR PUBLIC AUTHORITY.
   § 4. This act shall take effect on the ninetieth day  after  it  shall
 have become a law.

                       [ ] is old law to be omitted.
