BILL NUMBER: S4393 TITLE OF BILL : An act to authorize Congregation Ginze Yosef to file an application for exemption from water and sewer charges for certain assessment rolls PURPOSE : The purpose of this bill is to authorize Congregation Ginze Yosef, in the borough of Brooklyn of the City of New York, to file a retroactive application for an exemption from water and sewer charges for certain fiscal years. SUMMARY OF PROVISIONS : Section 1 authorizes the NYC Department of Environmental Protection to accept an application for exemption from water and sewer charges for fiscal years 2009 - 2014 for the not-for-profit corporation Congregation Ginze Yosef. This section further states that the NYC Department of Environmental Protection shall review the application as if it had been received on or before the exemption application deadline established for these fiscal years. If satisfied that Congregation Ginze Yosef would otherwise have been entitled to said exemption, the Commissioner of the NYC Department of Environmental Protection, upon approval by the City Council of New York City, may grant exemption from all water and sewer charges, taxes, fines,

FELDER -- read twice and ordered printed, and when printed to be committed to the Committee on Local Government AN ACT to authorize Congregation Ginze Yosef to file an application for exemption from water and sewer charges for certain assessment rolls THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of law to the contrary, the commissioner of the New York city department of environmental protection is hereby authorized to accept from Congregation Ginze Yosef, a not-for-profit corporation, an application for exemption from water and sewer charges pursuant to chapter 696 of the laws of 1887, as amended, for the fiscal years of 2009 through 2014, for the parcel owned by such corporation in the city of New York, borough of Brooklyn, desig- nated as block 6796, lot 56 in such borough. If accepted, the applica- tion shall be reviewed as if it had been received for fiscal years 2009 through 2014. If satisfied that such corporation would otherwise be entitled to such exemption if such corporation had filed an application for exemption for fiscal years 2009 through 2014, the commissioner of the New York city department of environmental protection, upon approval by the city coun- cil of the city of New York, may grant exemption from all water and sewer charges with respect to the subject water and sewer charges due and owing by such corporation on the effective date of this act and cancel charges, fines, penalties and interest remaining unpaid. ยง 2.
