 Introduced  by  Sen.  AVELLA -- read twice and ordered printed, and when
   printed to be committed to the Committee on  Energy  and  Telecommuni-
   cations
 
 AN  ACT  directing the public service commission to repeal certain elec-
   tric rate increases
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Notwithstanding  any other law, rule or regulation to the
 contrary, the public service commission shall repeal any  electric  rate
 increase  on  downstate  residents  where  such increase is a subsidy to
 upstate nuclear power plants.
   ยง 2. This act shall take effect immediately.
