BILL NUMBER: S5519 TITLE OF BILL : An act to amend the administrative code of the city of New York, in relation to requiring crossing guards at high schools PURPOSE : The purpose of this bill is to require the City of New York to place school crossing guards on each and every corner of a city block containing a public or private school serving students enrolled in any grades between nine through twelve during arrival and dismissal as set forth by the school. Additionally, if the said school borders a street with four or more traffic lanes, the City of New York shall be required to place additional school crossing guards on the opposite corners of these busy thoroughfares during arrival and dismissal times as set forth by the school. SUMMARY OF PROVISIONS : Section 14-118 of the administrative code of the city of New York is amended by adding two new subdivisions d and e in relation to school crossing guards. JUSTIFICATION :

Section 14-118 of the administrative code of the city of New York is amended by adding two new subdivisions d and e to read as follows: D. THE COMMISSIONER SHALL REQUIRE AT LEAST ONE SCHOOL CROSSING GUARD TO BE ON EACH AND EVERY CORNER OF EVERY CITY BLOCK THAT CONTAINS A PUBLIC OR PRIVATE HIGH SCHOOL WITH STUDENTS ENROLLED IN ANY GRADES BETWEEN NINE THROUGH TWELVE DURING ARRIVAL AND DISMISSAL TIMES AS SET FORTH BY THE SCHOOL. E. ANY STREET THAT BORDERS A BLOCK WITH A PUBLIC OR PRIVATE SCHOOL WITH STUDENTS ENROLLED IN ANY GRADES BETWEEN NINE THROUGH TWELVE SHALL REQUIRE AT LEAST ONE ADDITIONAL SCHOOL CROSSING GUARD TO THE CROSSING GUARD REQUIREMENT SET FORTH IN SUBDIVISION D OF THIS SECTION AND SUCH CROSSING GUARDS SHALL BE PLACED ON THE OPPOSITE CORNERS OF SUCH STREET RESPECTIVELY. § 2.
