BILL NUMBER: S6098 TITLE OF BILL : An act to amend the administrative code of the city of New York, in relation to promotions of detectives PURPOSE OR GENERAL IDEA OF BILL : To allow for the promotion of both: detectives of the 3rd grade with 15 years of service and 2nd grade detectives of 10 years of service. SUMMARY OF PROVISIONS : Section 1 of this bill amends the administrative code of the city of New York to allow for the promotion of police Lieutenants. Section 2 of this bill provides that this act shall take effect immediately. JUSTIFICATION : New York City Detectives do a great deal to ensure the constitutional rights of all New Yorkers in addition to preserving a safe environment that ensures the reduction of fear, the enforcement of city laws and safeguarding of peace.

Section 14-114 of the administrative code of the city of New York is amended by adding a new subdivision d to read as follows: D. (1) WHEN A DETECTIVE OF THE THIRD GRADE SHALL HAVE SERVED IN THE RANK OF DETECTIVE OF THE THIRD GRADE FOR A PERIOD OF FIFTEEN YEARS, HE OR SHE SHALL HAVE THE SAME RIGHTS IN RESPECT TO THE POLICE PENSION FUND AS A DETECTIVE OF THE THIRD GRADE DETAILED TO ACT AS DETECTIVE OF THE SECOND GRADE. (2) WHEN A DETECTIVE OF THE SECOND GRADE SHALL HAVE SERVED IN THE RANK OF DETECTIVE OF THE SECOND GRADE FOR A PERIOD OF TEN YEARS, HE OR SHE SHALL HAVE THE SAME RIGHTS IN RESPECT TO THE POLICE PENSION FUND AS A DETECTIVE OF THE SECOND GRADE DETAILED TO ACT AS DETECTIVE OF THE FIRST GRADE. § 2. BILL NUMBER: S6098A TITLE OF BILL : An act to amend the administrative code of the city of New York, in relation to promotions of detectives PURPOSE OR GENERAL IDEA OF BILL : To allow for the promotion of police officers with the rank of detective with 15 and 10 years or more of service. SUMMARY OF PROVISIONS : Section 1 of this bill amends the administrative code of the city of New York to allow for the promotion of police detectives from detective 3rd grade to detective 2'd grade. This bill also amends the administrative code of the city of New York to allow for the promotion of police detectives from detective 2"d grade to detective 18' grade. Section 2 of this bill provides that this act shall take effect immediately. JUSTIFICATION : After many years of failing to take control of violence and serious crime in New York City, the New York City Police Department in the mid 1990s completely revolutionized policing in New York City.
