BILL NUMBER: S6141 TITLE OF BILL : An act to amend the education law, in relation to admission of certain unvaccinated students to public schools PURPOSE OR GENERAL IDEA OF BILL : This bill makes it possible for unvaccinated children to attend public schools, provided their parents have completed a religious beliefs vaccination exemption form. SUMMARY OF PROVISIONS : Section one of this bill amends the Education Law to add a new section 3201-b to provide any parent or guardian must complete a religious beliefs vaccination exemption form to ensure a public school district does not deny admission to their unvaccinated child. Section two of this bill shall take effect on the thirtieth day after it shall have become a law. JUSTIFICATION : When public school policy disagrees with a family's genuine and sincere religious beliefs, some families have pursued home school as an alternative. NOTWITHSTANDING ANY GENERAL, SPECIAL, LOCAL LAW OR RULE OR REGULATION TO THE CONTRARY, NO PUBLIC SCHOOL DISTRICT SHALL DENY ADMISSION TO ANY PERSON OVER THE COMPULSORY ATTENDANCE AGE, OR ANY MINOR ELIGIBLE TO ATTEND KINDERGARTEN OR PRE-KINDERGARTEN, WHOSE PARENT, PARENTS, OR GUARDIAN HAVE FILED A RELIGIOUS BELIEFS EXEMPTION FORM, AS DEFINED IN SUBDIVISION TWO OF THIS SECTION, WITH SUCH PUBLIC SCHOOL DISTRICT. 2. RELIGIOUS BELIEFS EXEMPTION FORM.
