BILL NUMBER: S7665 SPONSOR: CROCI TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to authorizing the creation of "Survivors of the Shield" license plates PURPOSE OR GENERAL IDEA OF BILL: This bill statutorily establishes the Survivor of the Shield specialized license plate, to honor fallen police officers and waives the additional renewal fee on these license plates for the parents, spouse or children of these fallen officers. SUMMARY OF SPECIFIC PROVISIONS: Section 1 amends the Vehicle and Traffic Law by creating a new section 404-ee, which establishes in statute, the Survivor of the Shield License Plate and specifies that the parents, children and spouse of a fallen officer should not be charged any additional renewal fees for this

CROCI -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to authorizing the creation of "Survivors of the Shield" license plates THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The vehicle and traffic law is amended by adding a new section 404-ee to read as follows: § 404-EE. SURVIVORS OF THE SHIELD LICENSE PLATES. 1. ANY PERSON RESID- ING IN THIS STATE SHALL, UPON REQUEST, BE ISSUED A DISTINCTIVE LICENSE PLATE OF A DESIGN DEVELOPED AND APPROVED BY THE COMMISSIONER BEARING THE PHRASE "SURVIVORS OF THE SHIELD". APPLICATION FOR SAID LICENSE PLATE SHALL BE FILED WITH THE COMMISSIONER IN SUCH FORM AND DETAIL AS THE COMMISSIONER SHALL PRESCRIBE. 2. A SURVIVORS OF THE SHIELD DISTINCTIVE PLATE SHALL ONLY BE ISSUED TO A PERSON UPON PROOF, SATISFACTORY TO THE COMMISSIONER, OF APPROVAL OF SUCH ISSUANCE FROM THE ORGANIZATION "SURVIVORS OF THE SHIELD INC.", A NEW YORK STATE REGISTERED NOT-FOR-PROFIT. 3. A DISTINCTIVE PLATE ISSUED PURSUANT TO THIS SECTION SHALL BE ISSUED IN THE SAME MANNER AS OTHER NUMBER PLATES UPON PAYMENT OF THE REGULAR REGISTRATION FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTICLE; PROVIDED, HOWEVER, THAT AN ADDITIONAL SERVICE CHARGE OF TEN DOLLARS SHALL BE CHARGED UPON ISSUANCE OF SUCH PLATES; AND PROVIDED FURTHER, HOWEVER, THAT FOR THE PARENT, SPOUSE OR CHILD OF THE FALLEN OFFICER, THE ANNUAL RENEWAL FEE FOR THIS DISTINCTIVE PLATE SHALL BE EQUAL TO THE REGULAR RENEWAL FEE PRESCRIBED BY SECTION FOUR HUNDRED ONE OF THIS ARTI- CLE AND NO ADDITIONAL ANNUAL SERVICE CHARGE SHALL BE CHARGED FOR SUCH PLATES. § 2. This act shall take effect immediately; provided, however, that effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effec- tive date are authorized and directed to be made and completed on or before such effective date.
