BILL NUMBER: S7830 REVISED MEMO 03/20/2018 SPONSOR: SAVINO TITLE OF BILL: An act to amend the public authorities law, in relation to providing a reduced fare on the metropolitan transportation authority transit system PURPOSE OF BILL: To ensure that in addition to all other escalating costs and expenses facing college students and all students of higher education, a reduced fare metro card can help alleviate some of the financial burden with traveling to and from their institution of higher learning. SUMMARY OF PROVISIONS OF BILL: Section 1. Section 1266 of public authorities law is amended by adding a new subdivision 19(a) to require the authority to work in cooperation with the New York city transit authority, the Long island Rail Road and the Metro-North Commuter Railroad Company to establish and implement a reduced fare program for students of a college or vocational institution

SAVINO -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to providing a reduced fare on the metropolitan transportation authority transit system THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1266 of the public authorities law is amended by adding a new subdivision 19 to read as follows: 19. (A) THE AUTHORITY, IN COOPERATION WITH THE NEW YORK CITY TRANSIT AUTHORITY, THE LONG ISLAND RAIL ROAD AND THE METRO-NORTH COMMUTER RAIL- ROAD COMPANY, SHALL ESTABLISH AND IMPLEMENT A REDUCED FARE PROGRAM FOR TRANSPORTATION ON NEW YORK CITY TRANSIT AUTHORITY SYSTEMS, THE LONG ISLAND RAIL ROAD AND THE METRO-NORTH COMMUTER RAILROAD COMPANY FOR STUDENTS OF A COLLEGE OR VOCATIONAL INSTITUTION THAT IS LOCATED IN A CITY WITH A POPULATION OF ONE MILLION OR MORE. (B) FOR PURPOSES OF THIS SECTION, THE FOLLOWING WORDS AND TERMS SHALL HAVE THE FOLLOWING MEANINGS UNLESS THE CONTEXT SHALL INDICATE ANOTHER OR DIFFERENT MEANING OR INTENT: (I) "STUDENT" SHALL MEAN A PERSON WHO IS ENROLLED AT A COLLEGE OR VOCATIONAL INSTITUTION; (II) "REDUCED FARE" SHALL MEAN A MINIMUM OF A TWENTY-FIVE PERCENT DISCOUNT ON THE VALUE OF A SINGLE OR MONTHLY RIDE FARE; (III) "COLLEGE" SHALL MEAN ANY INSTITUTION OF HIGHER EDUCATION, RECOG- NIZED AND APPROVED BY THE BOARD OF REGENTS OF THE UNIVERSITY OF THE STATE OF NEW YORK, WHICH PROVIDES A COURSE OF STUDY LEADING TO THE GRANTING OF A POST-SECONDARY DEGREE OR DIPLOMA; AND (IV) "VOCATIONAL INSTITUTION" SHALL MEAN A BUSINESS, TRADE, TECHNICAL OR OTHER OCCUPATIONAL SCHOOL APPROVED AS SUCH BY THE BOARD OF REGENTS OF THE UNIVERSITY OF THE STATE OF NEW YORK OR ACCREDITED BY A NATIONALLY RECOGNIZED ACCREDITING AGENCY OR ASSOCIATION ACCEPTED AS SUCH BY THE REGENTS OF THE STATE OF NEW YORK. § 2. This act shall take effect immediately. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
