TITLE OF BILL:

An act to amend the vehicle and traffic law, in relation to authorizing
a residential parking system in certain parts of the hamlet of Oceanside
in the Town of Hempstead

 
PURPOSE:

To authorize a residential parking system on specified streets of the
hamlet of Oceanside in the Town of Hempstead.

 
SUMMARY OF PROVISIONS:

Section 1 amends subdivision 2 of section 1662-e of the vehicle and
traffic law, as added by chapter 267 of the laws of 2013 to develop a
residential parking system on specified streets in the hamlet of Ocean-
side in the Town of Hempstead.

Section 2 is the effective date.

 
JUSTIFICATION:

Chapter 267 of the laws of 2013 established a residential parking permit
system in a certain portion of East Meadow in the Town of Hempstead
which was nearby the Nassau University Medical Center. This was neces-
sary due to the high volume of patients serviced by the hospital and the
limited parking for both patients, employees of the hospital and nearby
homeowners.

This legislation amends chapter 267 of the laws of 2013 to establish a
residential parking permit system in a portion of Oceanside in the Town
of Hempstead. Residential parking would be implemented on certain
streets surrounding South Nassau Communities Hospital.  Similarly to
East Meadow, South Nassau Communities Hospital employs and services
hundreds of individuals on a daily basis, resulting in a lack of parking
in the residential neighborhood surrounding the facility. Therefore, a
residential parking system would guarantee that local inhabitants would
have parking near their home.

 AN ACT to amend the vehicle and traffic law, in relation to  authorizing
   a  residential parking system in certain parts of the hamlet of Ocean-
   side in the Town of Hempstead
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. Subdivision 2 of section 1662-e of the vehicle and traffic
 law, as added by chapter 267 of the laws of 2013, is amended to read  as
 follows:
   2. Such residential parking permit system may only be established
   (I) within the area known as East Meadow of the town consisting of the
 following roadways:
   (a) Roosevelt Avenue west of Prospect Avenue;
   (b) Jefferson Street west of Prospect Avenue;
   (c) First Street west of Prospect Avenue;
   (d) Second Street West of Prospect Avenue;
   (e) Third Street west of Prospect Avenue;
   (f) Fourth Street west of Prospect Avenue;
   (g) Clearmeadow Drive;
   (h) Nottingham Road;
   (i) Florence Court;
   (j) Jane Court;
   (k) Dofena Lane;
   (l) Franklin Avenue north of 4th Street;
   (m) Bailey Avenue;
   (n)  Franklin Avenue, north of 7th Street and south of Hempstead Turn-
 pike;
   (o) Lincoln Avenue, north of 7th Street and south of Roosevelt Avenue;
   (p) 5th Street, west of Prospect Avenue;
   (q) 6th Street, west of Prospect Avenue;
   (r) 7th Street, west of Prospect Avenue;
   (s) Pengon Circle;
   (t) Lois Court;

   (B) MOUNT AVENUE, SOUTH OF NASSAU PARKWAY AND NORTH OF ALLEN AVENUE;
   (C)  SOUTHARD  AVENUE,  SOUTH  OF  NASSAU  PARKWAY  AND NORTH OF ALLEN
 AVENUE;
   (D) ROCKVILLE CENTRE PARKWAY, SOUTH OF MERRICK ROAD AND NORTH OF ALLEN
 AVENUE;
   (E) JACKSON STREET, EAST OF WASHINGTON AVENUE  AND  WEST  OF  COLUMBUS
 AVENUE;
   (F)  BEDELL  STREET,  EAST  OF  WASHINGTON AVENUE AND WEST OF COLUMBUS
 AVENUE; AND
   (G) NASSAU PARKWAY, EAST OF  OCEANSIDE  ROAD  AND  WEST  OF  ROCKVILLE
 CENTRE PARKWAY.
   § 2. This act shall take effect immediately.
