TITLE OF BILL:  An act establishing a commission to examine the impact
of autonomous tractor trailer technology on the jobs of truck drivers
and diesel mechanics; and providing for the repeal of such provisions
upon expiration thereof

 
PURPOSE:

To study ways to prevent job displacement of tractor trailer operator
and diesel mechanic and help those who have been displaced.

 
SUMMARY OF PROVISIONS:

Section 1: States that the short title of this bill will be "Save our
Jobs act of 2018"

Subsection 1: Entails the title of the commission being established as
"tractor trailer operator and diesel mechanic retraining and employment
commission" and the purpose of this commission

Subsection 2: States the commission shall consist of 15 members picked,
7 of which shall be picked by the Governor. Three members shall be
picked by the Majority Leader in Senate. One member shall be picked by
the Senate Minority Leader. Three members shall be picked by the Speaker
of the Assembly. One member shall be picked by the Assembly Minority
Leader.

Subsection 3a: The commission must report to the Governor and the legis-
lature no later than February 15, 2019 their findings on how these tech-
nologies will impact current workforce of truck drivers and diesel
mechanics, calculate the loss of income to both groups, calculate impact
of such losses to linked companies that provide services and equipment
to both groups, calculate the impact on the NYS unemployment insurance
program; calculate social and health care cost created by the dislo-
cation of these workers from their current high paying jobs, but not
only limited to these.

Subsection 3b: The commission must but forward a list of recommendations
on what steps NYS government should take to address the loss of these
high paying jobs as the technology proliferates, must outline what state
agencies must do to provide job training and retraining opportunities
for these dislocated workers, outline what financial resources need to
be made available to assist this workforce in furthering their educa-
tion, job retraining and job placement, and provide recommendations on
options that need to be developed or expanded to assist this group with
accessing health insurance once they have lost their well-paying jobs.

Subsection 3c: States that after the submission of the report, the
commission shall dissolve.

Section 3: states that this act shall take effect immediately.

 
JUSTIFICATION:

As autonomous driving trucks are already on the roads in Europe and as
highly powerful and efficient electric batteries are being used in these
trucks, the negative impact on truck drivers and diesel mechanics is a
threat not only to these hardworking men and women but also to our econ-
omy.

Over 3 million Americans are truck drivers and a vast majority earn
middle to upper middle class salaries. The diesel mechanics and the
related industries that keep these vehicles functioning involve millions
of more jobs. All this is under threat as autonomous driving trucks are
already a reality and the use of alternative energy sources to diesel
fuel are also being used.

All we have to do to see the extent of the devastation caused by new
technologies on our workforce is the displacement, suicides and bank-
ruptcies caused by Uber and Lyft on the Yellow Cab industry in New York
City to see what is on the horizon for truck drivers and linked jobs and
industries.

The legislation mandates a review of the current threat to these jobs by
technology and automation. It also mandates a set of recommendations of
how New York State can protect these jobs. In addition, this legislation
requires recommendations on the creation of training programs that will
help maintain the quality of life for workers displaced by these tech-
nologies.

Our institutions and laws have not kept up with the impact of new tech-
nologies on our labor force, our economy and our communities.  Having
this legislation pass both chambers of the NYS Legislature this year is
vital to saving your jobs.

 AN  ACT  establishing  a  commission to examine the impact of autonomous
   tractor trailer technology on the jobs of  truck  drivers  and  diesel
   mechanics;  and providing for the repeal of such provisions upon expi-
   ration thereof

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  Short  title. This act shall be known and may be cited as
 the "Save our Jobs act of 2018".
   § 2. 1. Establishment. A commission is hereby established to be  known
 as  "tractor trailer operator and diesel mechanic retraining and employ-
 ment commission". This commission shall review the impact of the prolif-
 eration of autonomous tractor trailers on current tractor trailer opera-
 tors and the proliferation  of  alternative  fuel  tractor  trailers  on
 diesel mechanic labor force.
   2.  Membership.  Such commission shall consist of fifteen individuals,
 which shall be appointed as follows:
   a. seven members shall be appointed by the governor;
   b. three members shall be appointed by the senate majority leader;
   c. one member shall be appointed by the senate minority leader;
   d. three members shall be appointed by the speaker  of  the  assembly;
 and
   e. one member shall be appointed by the assembly minority leader.
   3.  Reports.  a.  The  commission  must report to the governor and the
 legislature their findings on how autonomous tractor  trailer  technolo-
 gies  will  impact  the  current  workforce  of truck drivers and diesel
 mechanics no later than February 15, 2019. This  report  shall  include,
 but shall not be limited to, calculations of:
   i.  the loss of income to tractor trailer operators and diesel mechan-
 ics;
   ii. the impact  of  such  losses  to  linked  companies  that  provide
 services  and  equipment to tractor trailer operators and diesel mechan-
 ics;

   iii. the impact of such  losses  on  the  NYS  unemployment  insurance
 program; and

   b. The commission shall put forward  a  list  of  recommendations  and
 submit  the  same to the governor and legislature no later than February
 15, 2019.  This list shall include, but not be limited  to,  recommenda-
 tions regarding:
