BILL NUMBER: S8685 SPONSOR: SERINO TITLE OF BILL: An act to amend the public service law, in relation to informational notices on utility bills PURPOSE: To increase transparency on customers energy bills. SUMMARY OF PROVISIONS: Section 1: Requires that customers receive annual written notification when they are receiving energy services through a company that is not an electric or natural gas utility corporation or municipality. Section 2: Provides the effective date.

SERINO -- read twice and ordered printed, and when printed to be committed to the Committee on Energy and Telecommuni- cations AN ACT to amend the public service law, in relation to informational notices on utility bills THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 44 of the public service law is amended by adding a new subdivision 6 to read as follows: 6. WHERE A CUSTOMER IS RECEIVING ENERGY SERVICES THROUGH A COMPANY THAT IS NOT AN ELECTRIC OR NATURAL GAS UTILITY CORPORATION OR A MUNICI- PALITY, THE ENERGY SERVICE COMPANY PROVIDING SUCH SERVICES SHALL PROVIDE WRITTEN NOTIFICATION TO THE CUSTOMER ON AN ANNUAL BASIS THAT SUCH CUSTOMER IS RECEIVING SERVICES FROM AN ENERGY SERVICE COMPANY. § 2. This act shall take effect on the thirtieth day after it shall have become a law. EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted. LBD15791-02-8
