BILL NUMBER: S918 TITLE OF BILL : An act to amend the election law, in relation to prohibiting certain loans to be made to candidates or political committees PURPOSE : This bill prohibits registered lobbyists, political action committees, labor unions and independent expenditure committees from making loans to candidates or political committees. SUMMARY OF SPECIFIC PROVISIONS : Section one prohibits registered lobbyists, political action committees, labor unions and independent expenditure committees from making loans to candidates or political committees. Section two provides that this act shall take effect immediately. JUSTIFICATION : Registered lobbyists, political action committees, labor unions and independent expenditure committees have been making loans to candidates for political office. CROCI, AKSHAR, SERINO -- read twice and ordered printed, and when printed to be committed to the Committee on Elections AN ACT to amend the election law, in relation to prohibiting certain loans to be made to candidates or political committees THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 6 of section 14-114 of the election law is amended by adding a new paragraph c to read as follows: C. LOBBYISTS, AS DEFINED BY SUBDIVISION A OF SECTION ONE-C OF THE LEGISLATIVE LAW OR BY SUBDIVISION A OF SECTION 3-211 OF THE NEW YORK CITY ADMINISTRATIVE CODE, POLITICAL ACTION COMMITTEES, LABOR UNIONS, AND ANY PERSON WHO HAS REGISTERED WITH THE STATE BOARD OF ELECTIONS PURSUANT TO PARAGRAPH A OF SUBDIVISION THREE OF SECTION 14-107 OF THIS ARTICLE ARE PROHIBITED FROM MAKING LOANS TO CANDIDATES OR POLITICAL COMMITTEES. § 2.
