§ 3. The paragraph relating to interstate route connection 512 of
section 340-a of the highway law, as amended by chapter 453 of the laws
of 2008, is amended to read as follows:

§ 4. Section 343-h of the highway law, as amended by chapter 97 of the
laws of 1998 and as renumbered by chapter 14 of the laws of 1999, is
amended to read as follows:
§ 343-h. Portion of the state highway system to be designated as the
"POW-MIA Memorial Highway". All that portion of the state highway system
located in Richmond county constituting route 278 from the Goethals
bridge to the [Verrazano-Narrows] VERRAZZANO-NARROWS bridge (Staten
Island Expressway) shall be designated and known as the "POW-MIA Memori-
al Highway".
§ 5. Section 349-f of the highway law, as amended by chapter 558 of
the laws of 2010, is amended to read as follows:
§ 349-f. New York city routes. The following existing or proposed main
routes or thoroughfares, are designated herein, as aforesaid, viz.:
New England thruway from the Westchester county line to Bruckner
expressway; Bruckner expressway from New England thruway to Robert F.
Kennedy bridge approach; Hutchinson river parkway from the Westchester
county line to the Bronx-Whitestone bridge approach; Bronx river parkway

§ 6. Section 91-a of the navigation law, as amended by chapter 197 of
the laws of 1990, is amended to read as follows:
§ 91-a. Licensing of Hudson river pilots. The commissioners, or a
majority of them, shall license, for such terms as they may think prop-
er, as many pilots as they may deem necessary to pilot ships through
that portion of the Hudson river specified in this act, the continuation
of the Hudson river, and the main ship channel of the Upper bay, New
York harbor, east of a line from Robbins reef light to the tower at
Staten Island borough hall and down to the [Verrazano-Narrows] VERRAZZA-
NO-NARROWS Bridge, and such commissioners may specify in such licenses
different degrees of qualifications appropriate to different parts or
branches of pilot duty, according to the competency of the applicant.
§ 7. Subdivision 1 of section 11-0306 of the environmental conserva-
tion law, as added by chapter 612 of the laws of 1987, is amended to
read as follows:
1. There is established a Hudson River estuarine district which shall
include the tidal waters of the Hudson River, including the tidal waters

of its tributaries and wetlands from the federal lock and dam at Troy to
the [Verrazano-Narrows] VERRAZZANO-NARROWS.
§ 8. Section 553-f of the public authorities law, as amended by chap-
ter 2 of the laws of 1993, is amended to read as follows:
§ 553-f. Tokens. Notwithstanding any inconsistent provision of law,
but subject to agreements with noteholders and bondholders, the authori-
ty shall offer for sale tokens with respect to residents of the county
of Richmond and may, except as otherwise provided herein, regulate the
use thereof. Tokens for residents of the county of Richmond shall enti-
tle the purchaser to crossings over the [Verrazano-Narrows] VERRAZZANO-
NARROWS bridge at a reduced cost of eighty per centum of the regular
crossing fare imposed on nonresidents of the county of Richmond. In the
event the authority shall impose a surcharge in addition to the regular
toll for crossings over the [Verrazano-Narrows] VERRAZZANO-NARROWS
bridge, such surcharge shall not be deemed a part of the regular cross-
ing fare for purposes of this section, and the tokens offered for sale
to the residents of the county of Richmond as herein provided shall also
entitle the purchaser to a permanent exemption from the payment of any
such surcharge in an amount equal to the amount of any such surcharge
imposed during calendar year nineteen hundred ninety-three. Application
for such tokens or other payment devices shall be made in such manner as
prescribed by the authority and shall contain such information as the
authority may reasonably require.
§ 9. Paragraph 35 of subdivision a of section 3-202 of the administra-
tive code of the city of New York is amended to read as follows:
35. Thirty-fifth District
That part of the Borough of Staten Island bounded by a line described
as follows:
BEGINNING at a point in waters of Arthur Kill between border lines of
New Jersey, and Richmond County, at Goethals Bridge, proceeding south-
east, to Railroad cut, then proceeding east, to Gulf Avenue, to Staten
Island Expressway, to Bengal Avenue, to Fahy Avenue, to Arlene Street,
to Lander Avenue, to Richmond Avenue, to Victory Boulevard, to Willow-
brook Road, to Watchogue Road, to Victory Boulevard, to Manor Road, to
Ocean Terrace, to Todt Hill Road, to Richmond Road, proceeding norther-
ly, to Cromwell Avenue, to Hylan Boulevard, to Old Town Road, to Staten
Island Rapid Transit Line, proceeding north on Staten Island Rapid Tran-
sit Line, to West Fingerboard Road, to Steuben Street, to Hylan Boule-
vard, to Hickory Avenue, to McClean Avenue, to Lily Pond Avenue,
extended to waters of Atlantic Ocean; thence northerly and westerly
through the Narrows, through the Kill Van Kull Waters, including the
entire part of the City of New York known as Snooter's Island, to the
waters of the Arthur Kill, to the point or place of beginning; this
district is further intended to include that part of the Borough of
Brooklyn bounded by a line described as follows:
BEGINNING at a point at the Brooklyn borough line in the waters of
Gravesend Bay at Twenty-sixth Avenue, extended to Harway Avenue, to
Stillwell Avenue, to Avenue U, to West Ninth Street, to Avenue T, to
West Twelfth Street, to Kings Highway, to Bay Parkway, to Seventy-sev-
enth Street, to Twentieth Avenue, to Benson Avenue, to Eighteenth
Avenue, to Cropsey Avenue, to Bay Nineteenth Street, to Shore Parkway,
to Shore Road extension, to Bay Eighth Street, to Cropsey Avenue, to
Fourteenth Avenue, to Poly Place, to Battery Avenue, thence northerly
and westerly along the border of the United States Government reserva-
tion known as Fort Hamilton, to Gowanus Expressway, to Fort Hamilton
Parkway, to One Hundred First Street, to Fourth Avenue, extended in the

waters of The Narrows, at the Brooklyn borough line, thence projected
into the waters of the Lower Bay, on the north side of and parallel to
the [Verrazano Narrows] VERRAZZANO-NARROWS Bridge thence southerly and
easterly to the point or place of beginning.
§ 10. The New York state department of transportation, the New York
city department of transportation and the metropolitan transportation
authority shall provide for the installation and maintenance of adequate
signage in conformance with this act within such time and in such manner
as they shall deem appropriate, provided that such time does not exceed
one hundred eighty days after the effective date of this act. However,
to avoid confusion and to limit any possible disruption of commerce, the
designations called for pursuant to this act shall be one of ceremonial
nature and the official name of such bridge shall not be changed as a
result of this act.
§ 11. Terms occurring in laws, regulations, contracts and other docu-
ments. Whenever Verrazano-Narrows Bridge or Verrazano Narrows Bridge is
referred to or designated in any law, regulation, contract or document,
such reference or designation shall be deemed to refer to the Verrazza-
no-Narrows Bridge, and no such laws, regulations, contracts or other
documents shall be thereby impaired in any way.
§ 12. This act shall take effect immediately.
