An act directing the commissioner of the Division of Homeland Security
and Emergency Services to develop a plan to increase the number of
skills required as part of the Firefighter certification, or the Fire-
fighter Recruit I and II certifications, which can be completed at a
trainee's home department or online

 
PURPOSE:

This bill develops a plan for skill training of firefighters at their
home departments or online.

 
SUMMARY OF PROVISIONS:

Section 1 authorizes and directs the commissioner of the Division of
Homeland Security and Emergency Services identify skills that can be
taught safely at an individual's home department or online for Fire-

fighter certification, or Firefighter Recruit I and II certifications.

Section 2 directs the commissioner to deliver a report within six months
of this act's passage to the Senate Majority Task Force on Counterter-
rorism and Public Protection addressing the mandate under § 1 of this
act and suggesting ways to increase certified training programs and
instructors.

Section 3 is the effective date.

 
JUSTIFICATION:

Firefighters put their lives on the line every day to keep our communi-
ties safe. To become a certified firefighter, an individual must adhere
to specific training requirements to ensure they are equipped with the
proper knowledge to protect our communities from fire hazards and return
home to their families safely each day.

Resources and personnel for our fire departments are often limited. In
recent years, volunteer firefighters have declined as veteran firefight-
ers retire and few young people volunteer to take their place. Using
resources to send firefighters for training can leave fire departments
lacking resources and personnel for other vital tasks.

This bill makes training more accessible and efficient for individual
fire departments, allowing departments to focus their resources on tasks
that bolster community protection. The bill also eases the burden on new
firefighters to receive their certifications, making certification more
accessible to more incoming firefighters. The bill does so without
sacrificing the vital training that can only be taught through tradi-
tional methods by assessing and tailoring home department or online
training to those skills that may be safely taught through an online
course or at a firefighter's home department.

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The commissioner of the Division of Homeland  Security  and
 Emergency  Services  is  hereby  authorized and directed to identify any
 skills currently required to be taught in an academic setting, or train-
 ing center as part of the coursework required to test for the Firefight-
 er certification, or the Firefighter Recruit I and II certifications, as
 defined in part 426 of title 19 of the New York Codes, Rules  and  Regu-
 lations (NYCRR) that may be safely taught at a trainee's home department
 or through an online course.
   § 2. Such commissioner is directed to deliver a report to the chair of
 the   Senate   Majority   Task  Force  on  Counterterrorism  and  Public
 Protection, and the chair of  the  Senate  Labor  committee  within  six
 months  of the effective date of this act. Such report shall address the
 overall mandate of this act and  shall  suggest  ways  to  increase  the
 number  of certified instructors and certified fire training programs as
 described in parts 426.4 and 426.2 of title 19 of the NYCRR.
   § 3. This act shall take effect immediately.

bly be taught at an individual's home department or online for Fire-

fighter certification, or Firefighter Recruit I and II certifications.
As part of the study, the commissioner must also report any costs or
savings attributable to training through electronic or internet courses,
costs or savings of required equipment, and ways to decrease the neces-
sary number of certified instructors and training programs. This section
also directs the commissioner in consultation with New York State Fire
Services Organizations among other appropriate organizations, to deliver
a report within nine months of this act's passage to the Governor,
Speaker of the Assembly, Temporary President of the Senate, Chair of the
Senate Veterans, Homeland Security and Military Affairs, and Chair of
the Assembly Governmental Operations.

Section 2 is the effective date.

 AN ACT directing the commissioner of the Division of  Homeland  Security

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. 1. The commissioner of the Division  of  Homeland  Security
 and Emergency Services, in consultation with New York state fire service
 organizations,  and  any  other  entity  the commissioner of Division of
 Homeland Security and Emergency Services deems appropriate, shall  study
 the feasibility of teaching skills currently required to be taught in an
 academic  setting,  or training center through an electronic or internet
 course or at the trainee's fire  department.    Such  study  shall  also
 include,  but not be limited to, the coursework required to test for the
 Firefighter certification, or the Firefighter Recruit I and  II  certif-
 ications,  as  defined  in  part  426 of title 19 of the New York Codes,
 Rules and Regulations (NYCRR), the cost or savings that could be  attri-
 buted to training through electronic or internet course or at the train-
 ee's  fire  department, costs or savings of required training equipment,
 ways to decrease the number of certified instructors and certified  fire
 training  programs  needed. In reviewing the coursework, the study shall
 examine the practices of other governmental entities to compare training
 standards and include recommendations, if any,  to  enhance  Firefighter
 certification in the state of New York.

   2.  Such  study shall be delivered to the governor, the speaker of the
 assembly, the temporary president of the senate, the chair of the senate
 veterans, homeland security and military affairs committee  and  to  the
 chair  of the assembly governmental operations committee within 9 months
 of the effective date of this act.
   §  2.  This  act shall take effect on the ninetieth day after it shall
 have become law.
