 AN ACT in relation to suspending any rent increases for rent  controlled
   tenants for a period of one year; and providing for the repeal of such
   provisions upon expiration thereof
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Notwithstanding any other provision  of  law,  rule,  regu-
 lation,  charter  or  administrative  code,  tenants of housing accommo-
 dations which are subject to rent control under state or local law shall
 not be subject to any increase in rent, including but not limited to any
 increase in the existing maximum base rent, maximum collectible rent, or
 any increase as a result of a major capital improvement or vacancy,  for
 a  period  of  one  year after the effective date of this act.  Any rent
 increase to any such tenant during this period shall be null and void.
   ยง 2. This act shall take effect immediately and shall  expire  and  be
 deemed repealed 1 year after such date.
