   read once and referred to the Committee on Environmental Conservation
 
 AN  ACT  to  direct the department of health and other state departments
   and agencies to conduct a study on  the  quality  of  life  and  human
   health  impacts  of  Westchester  County airport; and provides for the
   repeal of such provisions upon the expiration thereof
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  department  of  health,  with  the assistance of the
 department of environmental conservation, the department of  transporta-
 tion, and any other state agencies the Governor deems appropriate, shall
 conduct  a  study  describing the environmental, noise, and human health
 impacts caused by runways, including new runways,  and  air  traffic  at
 Westchester  County  airport. In conducting this study, such departments
 and state agencies shall monitor  actual  noise  levels  experienced  in
 2021,  2022 and 2023 and shall pay particular attention to the impact of
 air pollution, noise pollution, the emission  of  gases  and  fluids  by
 aircraft,  and  similar  factors  on  the  quality of life and health of
 persons who live adjacent to flight paths used by aircraft at  Westches-
 ter  County  airport.  The  department of health shall deliver a written
 report of its findings to the Governor and the Legislature on or  before
 March 31, 2024.
   ยง  2.  This  act shall take effect immediately and shall expire and be
 deemed repealed thirty days after the delivery  of  the  report  to  the
 Governor and the Legislature as provided in section one of this act.
