 AN ACT to direct the New York city department of education to study  and
   report  on students who would likely pass the Specialized High Schools
   Admissions Test
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1. 1. The New York city department of education shall conduct
 a study of how many students in the city of New York who are eligible to
 apply for specialized high schools as  described  in  paragraph  (b)  of
 subdivision  1 of section 2590-h of the education law, or will be eligi-
 ble to apply for such specialized  high  schools  once  they  reach  the
 appropriate grade, would likely pass the Specialized High Schools Admis-
 sions  Test and be admitted to a specialized high school if they were to
 apply to such specialized high schools.
   2. Such study shall include, but  not  be  limited  to  students':  a.
 standardized  testing  scores;  b. grade point average; c. ethnicity; d.
 household income; e. school; f. parent, guardian or primary  caregiver's
 educational  background; g. household composition; h. behavioral record,
 if any; i. residential address; and j. extra-curricular involvement,  if
 applicable.
   3.  Not  later than February 28, 2020, the New York city department of
 education shall issue a report of its findings  and  recommendations  to
 the  governor,  the temporary president of the senate and the speaker of
 the assembly. Such report shall include, but  not  be  limited  to,  the
 following:
   a. an analysis of how many eligible students who would likely pass the
 Specialized High Schools Admissions Test actually apply to and be admit-
 ted to specialized high schools;
   b.  actions  that can be implemented to encourage eligible students to
 apply and be admitted to specialized high schools; and
