 AN ACT to amend the highway law, in relation to requiring  the  develop-
   ment  of  a program addressing the problem of wrong way drivers on New
   York interstate highways

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  highway law is amended by adding a new section 67 to
 read as follows:
   § 67. WRONG WAY DRIVER PROGRAM. 1. WITHIN ONE YEAR  OF  THE  EFFECTIVE
 DATE  OF  THIS SECTION, THE COMMISSIONER SHALL, IN CONSULTATION WITH THE
 NEW YORK STATE DEPARTMENT  OF  MOTOR  VEHICLES,  DEVELOP  A  PROGRAM  TO
 ADDRESS  THE  PROBLEM  OF WRONG WAY DRIVERS ON NEW YORK INTERSTATE HIGH-
 WAYS.
   2. SUCH PROGRAM SHALL:
   A. INVESTIGATE POSSIBLE REASONS FOR THE PROBLEM OF WRONG  WAY  DRIVERS
 ON NEW YORK INTERSTATE HIGHWAYS;
   B. ASSESS WHAT OTHER STATES HAVE DONE TO ADDRESS THIS PROBLEM;
   C. SET FORTH POSSIBLE SOLUTIONS TO THE PROBLEM; AND
   D.  IMPLEMENT  MEASURES  TO REDUCE THE PROBLEM OF WRONG WAY DRIVERS ON
 NEW YORK INTERSTATE HIGHWAYS.
   § 2. This act shall take effect immediately.
