2019-A8396 (ACTIVE) - Summary
Directs the commissioner of education to promulgate rules and regulations to require licensed private career schools that utilize state public funding with regard to student tuition or other student expenses, to provide their staff with wages and benefits substantially equivalent with the wages and benefits for staff in public higher education institutions in the state.

EPSTEIN -- read once and referred to the Commit- tee on Higher Education AN ACT to amend the education law, in relation to wages and benefits of staff at licensed private career schools THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 5002 of the education law is amended by adding a new subdivision 9 to read as follows: 9. THE COMMISSIONER SHALL PROMULGATE RULES AND REGULATIONS TO REQUIRE A SCHOOL LICENSED UNDER SECTION FIVE THOUSAND ONE OF THIS ARTICLE AND UTILIZING STATE PUBLIC FUNDING WITH REGARD TO STUDENT TUITION OR OTHER STUDENT EXPENSES, TO PROVIDE ITS STAFF WITH WAGES AND BENEFITS SUBSTAN- TIALLY EQUIVALENT WITH THE WAGES AND BENEFITS FOR STAFF IN PUBLIC HIGHER EDUCATION INSTITUTIONS IN THE STATE. § 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized and directed to be made and completed on or before such effective date.
