 AN ACT directing the commissioner of motor vehicles to conduct  a  study
   on the distribution of traffic fines
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. The commissioner of motor vehicles shall conduct a study in
 cooperation and consultation with the  New  York  State  Association  of
 Towns,  the  New  York Conference of Mayors and Municipal Officials, and
 the New York State Magistrates Association relating to  the  disposition
 of  fines  and  penalties as provided in section 1803 of the vehicle and
 traffic law. Such study shall include, but not be limited to,  an  exam-
 ination  of  the distribution of fine revenue according to the jurisdic-
 tion over the highway where a violation occurred, the statute  violated,
 whether  the  statute  violated is a state law or a local ordinance, and
 the annual per capita monetary cap on revenues  applicable  to  villages
 and  suburban  towns.  In conducting this study, such commissioner shall
 examine particularly the fairness of the current law as  it  relates  to
 the  disposition  of fines collected for violations under title 7 of the
 vehicle and traffic law, with special attention given to  violations  of
 section 1180 of the vehicle and traffic law.
   §  2.  Upon completion of the study but no later than the thirty-first
 of December next succeeding the date on which this act shall have become
 a law, the commissioner of motor vehicles shall submit a report based on
 the findings of the study to the governor, the  temporary  president  of
 the  senate,  the  speaker  of  the assembly, the minority leader of the
 senate, the minority leader of the assembly, the  chair  of  the  senate
 transportation  committee,  and the chair of the assembly transportation
 committee which shall include the findings  of  the  study  as  well  as
 recommendations  for  statutory changes that may be implemented in order
 to ensure a more equitable distribution of  revenue  for  violations  of
