 AN  ACT  to amend a chapter of the laws of 2019, authorizing the commis-
   sioner of general services to transfer and convey certain  state  land
   to  the city of New Rochelle, as proposed in legislative bills numbers
   S.6228-A and A.7846-A, in relation to specifying  the  use  for  which
   certain state lands are to be transferred to the city of New Rochelle
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Sections 5 and 6 of a chapter of the laws of 2019,  author-
 izing  the  commissioner  of  general  services  to  transfer and convey
 certain state land to the city of New Rochelle, as proposed in  legisla-
 tive  bills  numbers  S.6228-A  and  A.7846-A,  are  amended  to read as
 follows:
   § 5. Any lands transferred pursuant to this act shall be used for  the
 purposes  of  the  city  of New Rochelle to utilize the subject property
 exclusively for the construction of municipal facilities, SPECIFICALLY A
 CITY HALL BUILDING and [to satisfy the]  affordable  housing  [needs  of
 residents  of] LOCATED IN the city of New Rochelle, WHICH SOLELY FOR THE
 PURPOSES OF THIS ACT, SHALL MEAN THAT ONE HUNDRED PERCENT OF THE  RENTAL
 DWELLING  UNITS IN THE BUILDING SHALL, UPON INITIAL RENTAL AND UPON EACH
 SUBSEQUENT RENTAL FOLLOWING A VACANCY, BE AFFORDABLE TO  AND  RESTRICTED
 TO OCCUPANCY BY INDIVIDUALS OR FAMILIES IN ACCORDANCE WITH A PLAN DEVEL-
 OPED  AND APPROVED BY THE COMMISSIONER OF THE NEW YORK STATE DIVISION OF
 HOMES AND COMMUNITY RENEWAL, and upon termination of such use, title  to
 the lands so transferred shall revert to the state of New York.  IN LIEU
 OF  SUCH  REVERSION,  THE CITY OF NEW ROCHELLE MAY PURCHASE THE REVERTER
 INTEREST IN THE SUBJECT PROPERTY AT THE CURRENT FAIR MARKET VALUES  LESS
 THE  VALUE  OF  ANY  IMPROVEMENTS  THEREON  AS DETERMINED BY INDEPENDENT
 CERTIFIED APPRAISAL OR APPRAISALS.
   § 6. This act shall take effect immediately;  PROVIDED  HOWEVER,  THAT
 THE  AUTHORITY  OF  THE COMMISSIONER OF GENERAL SERVICES TO TRANSFER AND
 CONVEY THE AFORESAID LANDS AND IMPROVEMENTS PURSUANT TO THIS  ACT  SHALL
 EXPIRE TWO YEARS AFTER SUCH EFFECTIVE DATE.
