BILL NUMBER: S1387 SPONSOR: FUNKE TITLE OF BILL: An act to authorize the New York council on the arts to award certif- icates of merit to artists in selected disciplines PURPOSE: This legislation will authorize NYSCA to award certificates of merit to individuals within its purview. SUMMARY OF PROVISIONS: This bill adds a new section to the Unconsolidated Laws to reinforce the permissibility of the awarding of certificates of merit with honoraria by NYSCA to worthy individuals where such awards are statutorily estab- lished.

FUNKE -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to authorize the New York council on the arts to award certif- icates of merit to artists in selected disciplines THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding any other provision of law, rule, regu- lation or policy to the contrary, it shall be permissible for the New York state council on the arts to select and award certificates of merit together with an honorarium not to exceed $10,000 per awardee to indi- viduals in artistic or cultural disciplines within the purview of such council; if such honorarium and award is established in statute. The procedures and guidelines as are necessary to effect the provisions of this act shall be established by the New York state coun- cil on the arts, but shall require at a minimum, that the candidates be residents of New York state and have engaged in their respective work primarily in this state. § 2.
