BILL NUMBER: S2123 SPONSOR: SANDERS TITLE OF BILL: An act to amend the public housing law, in relation to housing assist- ance outreach PURPOSE: To direct the Division of Housing and Community Renewal to develop and implement an ongoing education and outreach program to inform New York landlords about housing assistance. SUMMARY OF PROVISIONS: Section 1 amends the public housing law by adding a new section 229 providing on or before December 1, 2017, the Division of Housing and Community Renewal shall develop and implement an ongoing education and outreach program to inform New York landlords about housing assistance. SANDERS -- read twice and ordered printed, and when printed to be committed to the Committee on Housing, Construction and Community Development AN ACT to amend the public housing law, in relation to housing assist- ance outreach THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The public housing law is amended by adding a new section 229 to read as follows: § 229. HOUSING ASSISTANCE OUTREACH. 1. ON OR BEFORE DECEMBER FIRST, TWO THOUSAND NINETEEN, THE DIVISION OF HOUSING AND COMMUNITY RENEWAL SHALL DEVELOP AND IMPLEMENT AN ONGOING EDUCATION AND OUTREACH PROGRAM TO INFORM NEW YORK LANDLORDS ABOUT HOUSING ASSISTANCE PROVIDED THROUGH THE EMERGENCY HOUSING RENT CONTROL LAW, THE EMERGENCY TENANT PROTECTION ACT, THE ADMINISTRATIVE CODE OF THE CITY OF NEW YORK, THE RENTAL ASSISTANCE PROGRAM FOR RURAL AREAS UNDER ARTICLE SEVENTEEN-A OF THE PRIVATE HOUSING FINANCE LAW, AND OTHER ASSISTANCE PROVIDED FOR BY THIS CHAPTER. 2. THE EDUCATION AND OUTREACH PROGRAM SHALL, AT A MINIMUM, PROVIDE NEW YORK LANDLORDS WITH INFORMATION REGARDING: (A) HOUSING ASSISTANCE PROVIDED UNDER NEW YORK LAW DESCRIBED IN SUBDI- VISION ONE OF THIS SECTION; (B) THE PROCEDURES AND RULES FOR SUCH HOUSING ASSISTANCE INCLUDING INFORMATION INCLUDED IN CHAPTER ELEVEN OF TITLE TWENTY-SIX OF THE ADMIN- ISTRATIVE CODE OF THE CITY OF NEW YORK; AND (C) THE ELIGIBILITY REQUIREMENTS THAT TENANTS MUST MEET TO RECEIVE SUCH ASSISTANCE. 3. THE COMMISSIONER SHALL REPORT TO THE GOVERNOR, TEMPORARY PRESIDENT OF THE SENATE AND SPEAKER OF THE ASSEMBLY ON OR BEFORE JANUARY FIRST, TWO THOUSAND TWENTY-ONE, REGARDING THE EFFECTIVENESS OF THE OUTREACH PROGRAM AND ANY LEGISLATIVE ACTION THAT MAY BE NECESSARY TO IMPROVE THE EFFICIENCY AND EFFECTIVENESS OF THE HOUSING ASSISTANCE PROVIDED FOR IN NEW YORK LAW. § 2. This act shall take effect July 1, 2019.
