THIELE -- read once and referred to the Committee on Local Governments AN ACT to provide procedures relating to the adoption and submission of an annual budget by the Trustees of the Freeholders and Commonalty of the town of Southampton THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. 1. The Trustees of the Freeholders and Commonalty of the town of Southampton shall, after public hearing, prepare and adopt an annual budget in the manner prescribed in section 181 of the town law provided that such annual budget shall not contain an increase of more than two percent above the budgeted amount of the prior year. The budg- etary controls of section 181-a of the town law, and the independent audit requirements of section 181-b of the town law shall apply. 2. The Trustees of the Freeholders and Commonalty of the town of Southampton shall submit their budget on or before the twentieth of September to the budget officer of the town of Southampton. The budget shall be in the format prescribed in section 107 of the town law. 3. The town of Southampton budget officer shall affix such budget to the annual town budget, established pursuant to section 109 of the town law, as a part thereof. No change shall be made by the budget officer or the town board to the budget submitted by the Trustees of the Freehold- ers and Commonalty of the town of Southampton. § 2. This act shall take effect immediately and shall apply to all fiscal years beginning on and after January 1, 2021.
