BILL NUMBER: S4146 SPONSOR: PARKER TITLE OF BILL: An act to amend the New York state urban development corporation act, in relation to the establishment of a technical assist- ance evaluation study and partnership PURPOSE: This bill would provide permanent funds to create an African-American and African-Caribbean Business Development center within the New York State Urban Development Corporation to provide technical assistance and any such other information as deemed necessary to the African-American and African-Caribbean business community where it may begin to success- fully participate in the programs established under the Omnibus Economic Development Act of 1987. SUMMARY OF PROVISIONS: Section 1: amends chapter 174 of the laws of 1968 by adding a new section 9-g to create an entity that will be known as "The African-Amer-

PARKER -- read twice and ordered printed, and when printed to be committed to the Committee on Corporations, Authorities and Commissions AN ACT to amend the New York state urban development corporation act, in relation to the establishment of a technical assistance evaluation study and partnership THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1 of chapter 174 of the laws of 1968, constituting the New York state urban development corporation act, is amended by adding a new section 9-g to read as follows: § 9-G. CREATING A TECHNICAL ASSISTANCE EVALUATION STUDY AND PARTNER- SHIP. (1) THE CORPORATION SHALL EVALUATE THE GEOGRAPHICAL COVERAGE OF PROGRAMS OVERSEEN BY THE CORPORATION AND THOSE SUPPORTED BY OTHER STATE FUNDS THAT SEEK TO OFFER TECHNICAL ASSISTANCE, INCLUDING, BUT NOT LIMIT- ED TO, ENTREPRENEURIAL ASSISTANCE, BUSINESS START-UP, GROWTH, AND EXPAN- SION, TO COMMUNITIES WITH A PREDOMINANTLY MINORITY POPULATION. (2) IF UPON COMPLETION OF THE STUDY REQUIRED IN SUBDIVISION ONE OF THIS SECTION THE CORPORATION FINDS THAT THERE ARE GAPS IN THE COVERAGE AREA, THE CORPORATION SHALL WORK WITH NOT-FOR-PROFIT CORPORATIONS, INCLUDING, BUT NOT LIMITED TO, COMMUNITY-BASED ORGANIZATIONS, TO SUPPLE- MENT THE TECHNICAL ASSISTANCE NEEDS OF THE COMMUNITIES AND PROVIDE CONVENIENT HOURS OF OPERATION AND TECHNICAL ASSISTANCE. § 2.
