BILL NUMBER: S5116 SPONSOR: LIU TITLE OF BILL: An act to establish the general aviation task force to study measures that may be implemented to improve general aviation oper- ations in the state of New York PURPOSE OR GENERAL IDEA OF BILL: Establishes the general aviation task force to study measures that may be implemented to improve general aviation operations in the state of New York. SUMMARY OF PROVISIONS: Section 1 establishes the general aviation task force to conduct a study on measures that may improve general aviation in the state of New York. Section 2 lists who the commission shall be made up of and how they shall be compensated Section 3 establishes how the task force shall report its findings. Section 4 states that the act shall take effect

LIU -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to establish the general aviation task force to study measures that may be implemented to improve general aviation operations in the state of New York THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The general aviation task force is hereby established to conduct a study on measures that may improve general aviation in the state of New York. For purposes of this act, "general aviation" shall mean all civil aviation operations other than scheduled passenger airline operations. The scope of study shall include: a. how laws and regulations created by the state of New York, includ- ing regulations promulgated by the department of transportation, impact investment in general aviation operations within the state; b. how regulatory agencies outside the state of New York, such as the Federal Aviation Administration and the International Civil Aviation Organization, impact investment in general aviation operations within the state; c. the effect of airport improvement and revitalization projects on investment in general aviation operations within the state; d. an analysis of the tax burden imposed on general aviation entities within the state as opposed to other states and its impact on investment in general aviation services; and e. measures other states or countries have taken to incentivize investment in general aviation services. § 2. a. The task force shall consist of nine members to be appointed as follows: (1) three members appointed by the governor; (2) two members appointed by the temporary president of the senate; (3) two members appointed by the speaker of the assembly; and EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
