BILL NUMBER: S5179 SPONSOR: ORTT TITLE OF BILL: An act to amend the education law, in relation to classroom security devices PURPOSE OR GENERAL IDEA OF BILL: Requires panic buttons and additional door locking devices in all class- rooms. SUMMARY OF SPECIFIC PROVISIONS: Section 1 requires all classrooms to contain panic buttons and addi- tional door locking devices within 5 years of the effective date. ORTT -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to classroom security devices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 2801-c to read as follows: § 2801-C. CLASSROOM SECURITY DEVICES. WITHIN FIVE YEARS FROM THE EFFECTIVE DATE OF THIS SECTION, THE BOARD OF EDUCATION OR TRUSTEES, AS DEFINED IN SECTION TWO OF THIS CHAPTER, OF EVERY SCHOOL DISTRICT WITHIN THE STATE, HOWEVER CREATED, AND EVERY BOARD OF COOPERATIVE EDUCATIONAL SERVICES AND COUNTY VOCATIONAL EDUCATION AND EXTENSION BOARD AND THE CHANCELLOR OF THE CITY SCHOOL DISTRICT OF THE CITY OF NEW YORK SHALL: 1. INSTALL A DEDICATED PANIC BUTTON IN EACH CLASSROOM WITHIN SUCH DISTRICT; 2. PROVIDE OR INSTALL AN ADDITIONAL SECURITY DEVICE IN EACH CLASSROOM WITHIN SUCH DISTRICT, WHICH SECURES THE DOOR OF SUCH CLASSROOM BEYOND THE LEVEL OF SECURITY PROVIDED BY STANDARD DOOR LOCKS. THE COMMISSIONER, IN CONSULTATION WITH THE SUPERINTENDENT OF STATE POLICE, SHALL PROMUL- GATE A LIST OF DEVICES THAT MEET THE REQUIREMENTS OF THIS SUBDIVISION. § 2. This act shall take effect on the first of July next succeeding the date on which it shall have become a law. Effective immediately, the addition, amendment and/or repeal of any rule or regulation necessary for the implementation of this act on its effective date are authorized and directed to be made and completed on or before such effective date.
