BILL NUMBER: S5920 SPONSOR: COMRIE TITLE OF BILL: An act to amend the education law, in relation to establishing a career and technical education diploma PURPOSE: To create an alternative pathway to graduation for students seeking a career technical education (CTE) SUMMARY OF PROVISIONS: Section 1: Amends the education law by adding a new section 817 that provides to all students a CTE pathway diploma, which will result in either a regents or local diploma and differ from the traditional requirements for a regents or local diploma with respect to required assessments. This section further provides for a curriculum based on training designed to provide students with career, trade, and technical skills. COMRIE, FELDER -- read twice and ordered printed, and when printed to be committed to the Committee on Education AN ACT to amend the education law, in relation to establishing a career and technical education diploma THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The education law is amended by adding a new section 817 to read as follows: § 817. CAREER AND TECHNICAL EDUCATION PATHWAY TO A HIGH SCHOOL DIPLO- MA. 1. A. A CAREER AND TECHNICAL EDUCATION (HEREINAFTER REFERRED TO IN THIS SECTION AS CTE) PATHWAY TO A HIGH SCHOOL DIPLOMA IS HEREBY ESTAB- LISHED. A CTE PATHWAY TO A DIPLOMA SHALL: (I) RESULT IN A REGENTS OR LOCAL DIPLOMA; (II) DIFFER FROM THE TRADITIONAL REQUIREMENTS TO A REGENTS OR LOCAL DIPLOMA WITH RESPECT TO REQUIRED ASSESSMENTS; (III) BE MADE AVAILABLE TO ALL STUDENTS, INCLUDING, BUT NOT LIMITED TO STUDENTS WITH DISABILITIES. B. A CTE PATHWAY TO A DIPLOMA SHALL BE BASED ON CURRICULUM AND TRAIN- ING DESIGNED TO PROVIDE STUDENTS WITH CAREER, TRADE AND TECHNICAL SKILLS AND SHALL DEMONSTRATE THAT THE STUDENT IS READY FOR A CAREER OR TRADE AS DETERMINED BY REGULATIONS OF THE COMMISSIONER. A CTE PATHWAY TO A DIPLO- MA SHALL INCLUDE, BUT NOT BE LIMITED TO: (I) COMPLETION OF A CTE SEQUENCE PROVIDED AND ADMINISTERED BY A BUSI- NESS PRACTICING A PARTICULAR TRADE OR CAREER, BY A BOARD OF COOPERATIVE EDUCATIONAL SERVICES OR ANY SECONDARY EDUCATION PROGRAM APPROVED BY THE COMMISSIONER OR BY AN INSTITUTION OF HIGHER EDUCATION; (II) COMPLETION OF WORK-BASED LEARNING EXPERIENCES AS PROVIDED BY THE APPROVED PROGRAM; AND (III) COMPLETION OF A WORK-SKILLS EMPLOYABILITY PROFILE. C. FOR PURPOSES OF THIS SECTION, A CAREER AND TECHNICAL EDUCATION SHALL INCLUDE, BUT NOT BE LIMITED TO, COURSES OF STUDY IN THE FOLLOWING EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
