TITLE OF BILL:  An act to amend the highway law, in relation to desig-
nating a portion of the state highway system as the "Detective Betsy
Horner-Miller Cutrone Memorial Bridge"

 
PURPOSE OR GENERAL IDEA OF BILL:

This bill relates to designating the bridge operating as a part of Bay
Parkway, crossing over Wantagh State Parkway as "Detective Betsy
Horner-Miller Cutrone Memorial Bridge"

 
SUMMARY OF SPECIFIC PROVISIONS:

Section 1. amends the highway law by adding a new section 344-i to
designate the bridge operating as a part of Bay Parkway, crossing over
Wantagh State Parkway, just above Jones Beach Field 4 and Jones Beach
Field 5, within Jones Beach State Park, located on Jones Beach Island
within the hamlet of Wantagh, county of Nassau, as the "Detective Betsy
Horner-Miller Cutrone Memorial Bridge"

Section 2. requires the commissioner of transportation provide for the
installation and maintenance of adequate signing of the state highway
system as designated pursuant to section one of this act and clarifies
that the designation of this bridge shall be one of ceremonial nature
and the official name of bridge will not be changed as a result of this
act.

Section 3. is the enacting clause.

 
JUSTIFICATION:

NYPD Detective Elisabeth "Betsy" Horner-Miller Cutrone served in the
90th Precinct, the 69th Precinct, and with Narcotics Brooklyn North.
She worked the recovery after the terrorist attacks of September 11,
2001. Detective Cutrone was tragically killed in an automobile crash on
the Wantagh State Parkway on August 15, 2015, and her husband was seri-
ously inquired in the crash. Friends of Detective Cutrone wish to honor
her memory through designating a portion of the state highway system as
the "Detective Betsy Horner-Miller Cutrone Memorial Bridge."

 
PRIOR LEGISLATIVE HISTORY:

New bill.

 
FISCAL IMPLICATIONS FOR STATE AND LOCAL GOVERNMENTS:

This legislation would effectively have no fiscal impact on state and
local governments. The New York State Department of Transportation would
be required to develop signage to mark the bridge.

 
EFFECTIVE DATE:
This act shall take effect immediately.

 AN ACT to amend the highway law, in relation to designating a portion of

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The highway law is amended by adding a new section 344-i to
 read as follows:
   §  344-I.  PORTION OF THE STATE HIGHWAY SYSTEM TO BE DESIGNATED AS THE
 "DETECTIVE BESTY HORNER-MILLER  CUTRONE  MEMORIAL  BRIDGE".  THE  BRIDGE
 OPERATING AS A PART OF BAY PARKWAY, CROSSING OVER WANTAGH STATE PARKWAY,
 JUST  ABOVE  JONES  BEACH  FIELD 4 AND JONES BEACH FIELD 5, WITHIN JONES
 BEACH STATE PARK, LOCATED ON JONES BEACH ISLAND  WITHIN  THE  HAMLET  OF
 WANTAGH,  COUNTY OF NASSAU, SHALL BE DESIGNATED AND KNOWN AS THE "DETEC-
 TIVE BETSY HORNER-MILLER CUTRONE MEMORIAL BRIDGE".
   § 2. The commissioner of transportation shall provide for the  instal-
 lation  and  maintenance of adequate signing of the state highway system
 as designated pursuant to section one of this  act.  However,  to  avoid
 confusion  and  to limit any possible disruption of commerce, the desig-
 nation called for pursuant to section one of this act shall  be  one  of
 ceremonial  nature  and  the  official  name of such bridge shall not be
 changed as a result of this act.
   § 3. This act shall take effect immediately.
