BILL NUMBER: S6654 SPONSOR: SKOUFIS TITLE OF BILL: An act to direct the department of state to study, evaluate, and make recommendations concerning studies directed by the legislature to be completed PURPOSE: To provide an accounting, and to determine the impact of the various "Study Bills" passed into law within the last 5 years SUMMARY OF PROVISIONS: Section 1: Directs the Department of State to conduct a study of studies directed by the legislature to be completed over the past five years. The study shall include, at minimum: *How much the studies have cost the state to conduct including the expenses paid to people conducting the studies *How many studies, if any, have failed to produce and deliver the

SKOUFIS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to direct the department of state to study, evaluate, and make recommendations concerning studies directed by the legislature to be completed THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Study. The department of state is hereby authorized and directed to conduct a study of studies directed by the legislature to be completed over the past five years. Such study shall examine, at a mini- mum, the following: (a) how much all these studies have cost the state, including, but not limited to, the usual expenses paid to people conducting the studies; (b) how many studies, if any, have failed to produce and deliver the required reports, information, or any product required to be produced by the study; and (c) how many recommendations in these studies have become bills, laws, rules, or regulations. § 2. Powers. The department of state may consult with any state or local office, agency, or department and request information from any such entity that is relevant and material to the completion of this study and report. § 3. Report. No later than one year after the effective date of this act, the department of state shall deliver a report of the findings of the study conducted pursuant to section one of this act to the governor, the temporary president of the senate, and the speaker of the assembly. § 4.
