BILL NUMBER: S6669 SPONSOR: RAMOS TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the metropolitan transit authority to publish certain financial reports on the authority's website PURPOSE:: To require the Metropolitan Transit Authority to publish certain finan- cial reports on the authority's website SUMMARY OF SPECIFIC PROVISIONS:: The Authority shall publish data on the authority's website pertaining to the finances of the authority. Such data shall include all financial reports of the authority, includ- ing, but not limited to, reports regarding: (I) revenue; (II) expendi- tures; (III) short-term allocation of funds; and (IV) longer term allo- cation of funds.

RAMOS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the public authorities law, in relation to requiring the metropolitan transit authority to publish certain financial reports on the authority's website THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 1269-e of the public authorities law, as added by section 13 of part H of chapter 25 of the laws of 2009, is amended to read as follows: § 1269-e. Financial and operational reports. 1. The authority shall submit to the governor, the temporary president of the senate and the speaker of the assembly, no later than thirty days following the submission of the annual independent audit report pursuant to section twenty-eight hundred two of this chapter, a complete detailed report or reports setting forth, to the extent such matters are not fully addressed in the annual independent audit report, the following: [1.] (A) its financial reports, including: [a.] (I) audited financials in accordance with all applicable regu- lations and following generally accepted accounting principles as defined in subdivision ten of section two of the state finance law; [b.] (II) grant and subsidy programs; [c.] (III) operating and financial risks; [d.] (IV) current ratings of its bonds issued by recognized municipal bond rating agencies and notice changes in such ratings; and [e.] (V) long-term liabilities, including leases and employee benefit plans; and [2.] (B) an assessment of the effectiveness of its internal control structure and procedures, including: [a.] (I) descriptions of the authority and its major units and subsid- iaries; EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.

RAMOS -- read twice and ordered printed, and when printed to be committed to the Committee on Rules -- recommitted to the Committee on Transportation in accordance with Senate Rule 6, sec. 8 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT to amend the public authorities law, in relation to requiring the metropolitan transportation authority to publish certain financial reports on the authority's website THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 2-a of section 1269-b of the public authorities law is amended by adding three new paragraphs (c), (d) and (e) to read as follows: (C) THE AUTHORITY SHALL PUBLISH ALL DATA PERTAINING TO CAPITAL PROGRAMS OF THE AUTHORITY AND ANY AMENDMENTS TO SUCH PROGRAMS AS REQUIRED BY THIS SECTION ON THE AUTHORITY'S WEBSITE IN A COMMON, MACHINE READABLE FORMAT, AS DEFINED BY EXECUTIVE ORDER NUMBER NINETY-FIVE OF TWO THOUSAND THIRTEEN, "USING TECHNOLOGY TO PROMOTE TRANSPARENCY, IMPROVE GOVERNMENT PERFORMANCE AND ENHANCE CITIZEN ENGAGEMENT" OR ANY SUCCESSOR ORDER. SUCH DATA SHALL INCLUDE, BUT NOT BE LIMITED TO: (I) ALL DATA REQUIRED BY PARAGRAPH (C) OF SUBDIVISION ONE OF THIS SECTION, INCLUDING ESTIMATES OF CAPITAL FUNDING REQUIRED EACH YEAR AND EXPECTED SOURCES OF SUCH FUNDING; (II) ALL DATA REQUIRED BY SUBDIVISION TWO OF THIS SECTION, INCLUDING PROPOSED EXPENDITURES OR COMMITMENTS OF FUNDING FOR INDIVIDUAL CAPITAL ELEMENTS REQUIRED; AND (III) ALL DATA REGARDING PROPOSED EXPENDITURES OR COMMITMENTS OF INDI- VIDUAL PROJECTS IN EACH CAPITAL ELEMENT. (D) INDIVIDUAL CAPITAL PROJECT DATA SHALL BE INCLUDED IN A CAPITAL PROGRAM DASHBOARD MAINTAINED BY THE AUTHORITY ON ITS WEBSITE. ANY SUMMA- RY VIEWS PROVIDED ON THE WEBSITE SHALL INCLUDE THE ORIGINAL BUDGETS AND EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
