BILL NUMBER: S6685 SPONSOR: JACKSON TITLE OF BILL: An act to amend the administrative code of the city of New York, in relation to the placement of homeless shelters PURPOSE: This bill requires the city of New York to provide 30 days' notice to local community board of the district and elected officials of the proposed site of a homeless shelter. SUMMARY OF PROVISIONS: Section 1 amends the administrative code of the city of New York by adding a new Section 21124.2. This new section requires the city of New York to consult with the community board of the district and all local elected officials where a proposed homeless shelter will be located at least 365 days beforehand. Additionally, the city of New York shall not plan to use over 30% of the rooms in a commercial hotel, pay for over 20% of the rooms in a commercial hotel, or reserve all the rooms on a

JACKSON -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to amend the administrative code of the city of New York, in relation to the placement of homeless shelters THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The administrative code of the city of New York is amended by adding a new section 21-124.2 to read as follows: § 21-124.2 PLACEMENT OF HOMELESS SHELTERS. A. THE CITY SHALL NOT PROPOSE THE LOCATION OF A HOMELESS SHELTER OR ESTABLISH A HOMELESS SHEL- TER WITHOUT CONSULTING WITH THE COMMUNITY BOARD OF THE DISTRICT AND ALL LOCAL ELECTED OFFICIALS OF THE DISTRICT WHERE SUCH PROPOSED HOMELESS SHELTER SHALL BE LOCATED AT LEAST THREE HUNDRED SIXTY-FIVE DAYS BEFORE- HAND. B. THE CITY SHALL NOT PLAN TO USE OVER THIRTY PERCENT OF THE ROOMS IN A COMMERCIAL HOTEL, OR PAY FOR OVER TWENTY PERCENT OF THE ROOMS IN A COMMERCIAL HOTEL, OR RESERVE ALL THE ROOMS ON A FLOOR IN A COMMERCIAL HOTEL FOR THE PURPOSE OF PROVIDING SHELTER FOR HOMELESS INDIVIDUALS WITHOUT CONSULTING WITH THE COMMUNITY BOARD OF THE DISTRICT AND ALL LOCAL ELECTED OFFICIALS OF THE DISTRICT WHERE SUCH COMMERCIAL HOTEL IS LOCATED AT LEAST THREE HUNDRED SIXTY-FIVE DAYS BEFOREHAND. § 2.
