BILL NUMBER: S6731 SPONSOR: ADDABBO TITLE OF BILL: An act to establish a task force to study and make recommendations on backup energy PURPOSE: To create a task force to study backup energy in the state of NY, in cases where the energy provider is unable or unwilling to provide such service. SUMMARY OF PROVISIONS: Section 1. a) Establishes the task force to study back up energy. b) Such study shall include the current ability of the state to provide back up energy and the feasibility of utilizing technologies such as batteries for back up power, solar power, wind power and fuel cells and any other information the task force deems relevant. ADDABBO -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT to establish a task force to study and make recommendations on backup energy THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. a. A task force is hereby established to study backup ener- gy in the state of New York. For purposes of this act, "backup energy" shall mean any provision of energy to residents of this state during the occurrence when an energy provider or utility company is unable or unwilling to provide such service. b. Such study shall include: (i) the current ability of the state to provide backup energy; (ii) the feasibility of utilizing technologies such as battery-stored backup power, solar power, wind power and fuel cells for backup energy; and (iii) any other information the task force deems relevant. c. No later than one year after the effective date of this act, the task force shall report its findings of such study to the governor and the legislature, as described under subdivision b of this section. § 2. a. The task force shall be comprised of twelve members, to be appointed as follows: (i) four members appointed by the governor; (ii) four members appointed by the temporary president of the senate; and (iii) four members appointed by the speaker of the assembly. b. One of the appointments by the governor shall serve as chairperson of the task force. c. The members of the task force shall receive no compensation for their services, but shall be allowed their actual and necessary expenses incurred in the performance of their services.
