BILL NUMBER: S6913 SPONSOR: METZGER TITLE OF BILL: An act establishing a moratorium on the prohibition of feeding white- tailed deer in Sullivan county PURPOSE: To establish a moratorium on the prohibition of feeding white-tailed deer in Sullivan County. SUMMARY OF PROVISION: This bill amends environmental conservation law to impose a moratorium on the prohibition of feeding white-tailed deer. The moratorium shall continue in existence until January 1, 2026 or until the legislature determines, through legislative action, that the white-tailed deer popu- lation in Sullivan County has increased in such an amount as to warrant the removal of such moratorium prior to January 1, 2026.

METZGER -- read twice and ordered printed, and when printed to be committed to the Committee on Rules AN ACT establishing a moratorium on the prohibition of feeding white- tailed deer in Sullivan county THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding section 11-0325 of the environmental conservation law, or any other law, rule, or regulation to the contrary, in Sullivan county, a moratorium is imposed on the prohibition of feed- ing white-tailed deer. The moratorium shall continue in existence until January 1, 2026, or until the legislature determines, through legisla- tive action, that the white-tailed deer population in Sullivan county has increased in such an amount as to warrant the removal of such mora- torium prior to January 1, 2026. § 2. BILL NUMBER: S6913A SPONSOR: METZGER TITLE OF BILL: An act authorizing the feeding of white-tailed deer in Sullivan county PURPOSE: To allow for the feeding of white-tailed deer in Sullivan County during winter months. SUMMARY: OF PROVISION: This bill amends unconsolidated law to allow for the feeding of white- tailed deer from December 15th through January 15th of each year. Such feeding shall be subject to the requirements of subdivision eight of section 11-0505 of the environmental conservation law. This authori- zation shall continue in existence until January 1, 2026 or until the legislature determines, through legislative action, that the white- tailed deer population in Sullivan County has increased in such an

METZGER -- read twice and ordered printed, and when printed to be committed to the Committee on Rules -- recommitted to the Committee on Environmental Conservation in accordance with Senate Rule 6, sec. 8 -- committee discharged, bill amended, ordered reprinted as amended and recommitted to said committee AN ACT authorizing the feeding of white-tailed deer in Sullivan county THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Notwithstanding section 11-0325 of the environmental conservation law, or any regulation to the contrary, the feeding of white-tailed deer is permitted in Sullivan county from the fifteenth of December of each year through the fifteenth of March of each following year. Such feeding of white-tailed deer shall be subject to the provisions of subdivision 8 of section 11-0505 of the environmental conservation law. Such feeding shall be permitted until January 1, 2026, or until the legislature determines, through legislative action, that the white-tailed deer population in Sullivan county has increased in such an amount as to warrant the repeal of such permission prior to January 1, 2026. § 2.
