TITLE OF BILL:
An act to amend the social services law, in relation to requiring quar-
terly inspections of homeless shelters
PURPOSE OR GENERAL IDEA OF BILL:
The purpose of this LBD is to direct he Commissioner for the Office of
Temporary and Disability Assistance (OTDA), to increase the accountabil-
ity of shelter service providers by increasing the number of Division
Shelter Oversight and Compliance (DSOC) yearly inspections.
SUMMARY OF SPECIFIC PROVISIONS:
Section 1: Section 20 of the social services law is amended by adding 2
a new subdivision 9 to read as follows: Directs the Commissioner for the
Office of Temporary and Disability Assistance (OTDA) to promulgate rules
and regulations requiring quarterly inspections of homeless shelters.

AN ACT to amend the social services law, in relation to requiring quar-
terly inspections of homeless shelters
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Section 20 of the social services law is amended by adding
a new subdivision 9 to read as follows:
9. THE OFFICE OF TEMPORARY AND DISABILITY ASSISTANCE SHALL PROMULGATE
RULES AND REGULATIONS REQUIRING THAT THE DEPARTMENT, OR A LOCAL SOCIAL
SERVICES DISTRICT WHERE APPROPRIATE, SHALL EACH YEAR CONDUCT A MINIMUM
OF FOUR FULL UNANNOUNCED INSPECTIONS OF EACH FACILITY WHICH IS USED TO
SHELTER HOMELESS PERSONS WITHIN THE STATE, WITH AT LEAST ONE FULL
INSPECTION PERFORMED EACH QUARTER.
§ 2. This act shall take effect immediately.
