BILL NUMBER: S7107 SPONSOR: COMRIE TITLE OF BILL: An act to amend the public authorities law, in relation to requiring the New York state thruway authority to provide notice, a description of meeting details and a sign up list prior to meetings of the board PURPOSE: To enact meaningful, transparent, accountable and democratizing provisions concerning the operation of the Board of the New York State Thruway Authority, including-notice to the public of meetings two weeks in advance; notice to the public of the specific meeting agenda one week in advance; and the opportunity for the public to sign-up and comment within one week of the meeting. COMRIE -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the public authorities law, in relation to requiring the New York state thruway authority to provide notice, a description of meeting details and a sign up list prior to meetings of the board THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 352 of the public authorities law is amended by adding a new subdivision 5 to read as follows: 5. (A) PRIOR TO ANY MEETING OF THE BOARD, THE BOARD SHALL: (I) NOT LESS THAN TWO WEEKS PRIOR TO SUCH MEETING, PROVIDE THE PUBLIC WITH NOTICE OF SUCH MEETING. SUCH NOTICE SHALL INCLUDE AT A MINIMUM, THE DATE, TIME AND LOCATION OF SUCH MEETING; (II) NOT LESS THAN ONE WEEK PRIOR TO SUCH MEETING, PROVIDE THE PUBLIC WITH A DESCRIPTION OF SUCH MEETING, SETTING FORTH THE DETAILS OF ALL ITEMS TO BE CONSIDERED AT SUCH MEETING; AND (III) NOT LESS THAN ONE WEEK PRIOR TO SUCH MEETING, PROVIDE ANY PARTY WITH AN INTEREST IN SUCH MEETING TO SIGN UP FOR PUBLIC COMMENT AT SUCH MEETING. (B) THE NOTICE, DESCRIPTION OF MEETING DETAILS AND SIGN UP LIST REQUIRED BY PARAGRAPH (A) OF THIS SUBDIVISION SHALL BE MADE AVAILABLE AND PUBLISHED IN A CONSPICUOUS LOCATION ON THE WEBSITE OF THE AUTHORITY. § 2.
