TITLE OF BILL:

wide campaign for the acceptance, inclusion, tolerance and understanding
of diversity

 
TITLE OF BILL:

An act to amend the executive law, in relation to establishing a state-
wide campaign for the acceptance, inclusion, tolerance and understanding
of diversity

 
PURPOSE:

To create a statewide campaign for acceptance, inclusion, tolerance and
understanding of diversity.

SUMMARY OF PROVISIONS:

Section 1 adds a new section 294-e to the executive law in creating a
statewide campaign for acceptance, inclusion, tolerance and understand-
ing of diversity. Specifically the division shall develop and implement
a statewide campaign to increase awareness and promote the acceptance,
inclusion, tolerance and understanding of the diversity of the people of
New York including diversity based on religion, race, color, creed, sex,
ethnicity, national origin, age, disability, sexual orientation, gender
identity or expression. During the development and implementation the
division shall adopt as its purpose the combating of bias, hatred and
discrimination in all their forms and the prevention of discrimination
based on religion, race, color, creed, sex, ethnicity, national origin,
age, disability, sexual orientation, gender identity or expression.  The
division shall coordinate and cooperate with public and private sources,
seek alternative funding sources, and use all forms of media to get out
the message, as well as being responsible for making information avail-
able on their website.

Section 2 is the effective date.

 
JUSTIFICATION:

Hate has no place here. This legislation creates a statewide campaign
for acceptance, inclusion, tolerance, and understanding of diversity. We
are currently seeking an uptick in crimes of hate and in particular,
anti-Semitism, and we must fight back against all forms of hate includ-
ing anti-Semitism. This legislation is part of that fight by creating a
campaign aimed at highlighting the amazing diversity we have here in New
York. The well rounded campaign created under this legislation is an
important needed step to address the hate including anti-Semitism we are
currently experiencing.

 AN ACT to amend the executive law, in relation to establishing a  state-

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. The executive law is amended by adding a new section  294-a
 to read as follows:
   §  294-A.  STATEWIDE CAMPAIGN FOR THE ACCEPTANCE, INCLUSION, TOLERANCE
 AND UNDERSTANDING OF DIVERSITY. 1. THE DIVISION SHALL DEVELOP AND IMPLE-
 MENT A STATEWIDE CAMPAIGN TO INCREASE AWARENESS AND PROMOTE THE  ACCEPT-
 ANCE,  INCLUSION, TOLERANCE AND UNDERSTANDING OF THE DIVERSITY OF PEOPLE
 OF THIS STATE, INCLUDING, BUT NOT LIMITED TO DIVERSITY  BASED  ON  RELI-
 GION, RACE, COLOR, CREED, SEX, ETHNICITY, NATIONAL ORIGIN, AGE, DISABIL-
 ITY,  SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION. IN THE DEVELOP-
 MENT AND IMPLEMENTATION OF SUCH CAMPAIGN, THE DIVISION  SHALL  ADOPT  AS
 ITS  PURPOSE,  THE  COMBATTING OF BIAS, HATRED AND DISCRIMINATION IN ALL
 THEIR FORMS AND THE PREVENTION  OF  DISCRIMINATION  BASED  ON  RELIGION,
 RACE,  COLOR,  CREED,  SEX, ETHNICITY, NATIONAL ORIGIN, AGE, DISABILITY,
 SEXUAL ORIENTATION, GENDER IDENTITY OR EXPRESSION.
   2. IN ORDER TO EFFECTUATE THE PURPOSE OF  THE  CAMPAIGN  THE  DIVISION
 SHALL:
   A.  COORDINATE AND COOPERATE WITH PUBLIC AND PRIVATE SOURCES,  INCLUD-
 ING, BUT NOT LIMITED TO, LOCAL GOVERNMENTS,  COMMUNITY  GROUPS,  SCHOOLS
 AND CHURCHES;
   B.  SEEK  ALTERNATIVE  FUNDING SOURCES OTHER THAN THE STATE, INCLUDING
 LOCAL GOVERNMENT AND PRIVATE SOURCES;
   C.  USE  TELEVISION,  RADIO,  SOCIAL  MEDIA  AND  APPROPRIATE  SIGNAGE
 THROUGHOUT THE STATE;
   D.  MAKE INFORMATION REGARDING SUCH CAMPAIGN AVAILABLE ON ITS WEBSITE;
 AND
   E. UTILIZE OTHER RESOURCES THE DIVISION DEEMS APPROPRIATE.

   § 2. This act shall take effect on the ninetieth day  after  it  shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal  of  any  rule  or regulation necessary for the implementation of
 this act on its effective date are authorized to be made  and  completed
 on or before such effective date.

PURPOSE:

JUSTIFICATION:

Hate has no place here. This legislation creates a statewide campaign
for acceptance, inclusion, tolerance, and understanding of diversity.
We are currently seeking an uptick in crimes of hate and in particular,
anti-Semitism, as well as Islamophobia and we must fight back against
all forms of hate including anti-Semitism, and Islamophobia.  This
legislation is part of that fight by creating a campaign aimed at high-
lighting the amazing diversity we have here in New York. The well round-
ed campaign created under this legislation is an important needed step
to address the hate including anti-Semitism, and Islamophobia we are
currently experiencing.

 ITS PURPOSE, THE COMBATTING OF BIAS, HATRED AND  DISCRIMINATION  IN  ALL

 SCHOOL DISTRICTS, CHURCHES, CHARITABLE  ORGANIZATIONS,  FOUNDATIONS  AND
 OTHER RELEVANT GROUPS;
   B.  DEVELOP  EDUCATIONAL  MATERIALS TO BE DISTRIBUTED IN PRINTED FORM,
 SOCIAL MEDIA CAMPAIGNS OR OTHER MEANS DETERMINED TO BE THE  MOST  EFFEC-
 TIVE AT REACHING THE PUBLIC IN A COST EFFECTIVE MANNER;
   C.  MAKE INFORMATION REGARDING SUCH CAMPAIGN AVAILABLE ON ITS WEBSITE;
 AND

 this  act  on its effective date are authorized to be made and completed
 on or before such effective date.
