BILL NUMBER: S7227 SPONSOR: CARLUCCI TITLE OF BILL: An act to amend the vehicle and traffic law, in relation to establishing temporary branch offices PURPOSE: To require that Department of Motor Vehicle's offices across the state conduct mobile office hours SUMMARY OF PROVISIONS: Section 1 - Requires that the Commissioner of the DMV establish tempo- rary branch hours that will constitute mobile office hours. Section 2 - The Commissioner of DMV may authorize county clerks to establish one or more temporary branch offices within the county.

CARLUCCI -- read twice and ordered printed, and when printed to be committed to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to establishing temporary branch offices THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Section 200 of the vehicle and traffic law is amended by adding a new subdivision 3 to read as follows: 3. (A) THE COMMISSIONER MAY ESTABLISH ONE OR MORE TEMPORARY BRANCH OFFICES WITHIN A COUNTY, IN ORDER THAT HE OR SHE MAY ISSUE CERTIFICATES OF REGISTRATION, AND NUMBER PLATES THEREFOR FOR MOTOR VEHICLES, MOTORCY- CLES, SNOWMOBILES AND VESSELS OR THE RENEWAL OR ISSUANCE OF NON-DRIVER IDENTIFICATION CARDS AND DRIVERS' LICENSES ON CERTIFICATION OF INSPEC- TORS OR TO RECEIVE DOCUMENTS RELATING TO CERTIFICATES OF TITLE. THE WORK IN SUCH TEMPORARY BRANCH OFFICES SHALL BE PERFORMED BY ONE OR MORE EMPLOYEES OF THE COMMISSIONER'S OFFICE DESIGNATED FOR THE PURPOSE WITH- OUT ADDITIONAL COMPENSATION. (B) ADDITIONALLY, THE COMMISSIONER SHALL ESTABLISH ONE OR MORE TEMPO- RARY BRANCH OFFICES WITHIN ROCKLAND COUNTY FOR A PERIOD OF NO LESS THAN ONE YEAR, SUBJECT TO AVAILABLE RESOURCES FOR SUCH PURPOSE. (C) FOR PURPOSES OF THIS SECTION, TEMPORARY BRANCH OFFICES SHALL INCLUDE MOBILE OFFICES. § 2. Subdivision 2 of section 205 of the vehicle and traffic law, as amended by chapter 484 of the laws of 1985, is amended to read as follows: 2. The commissioner may authorize such county clerk to establish one or more temporary branch offices within the county, when deemed neces- sary, to issue certificates of registration, and number plates therefor for motor vehicles, motorcycles, snowmobiles and vessels or the renewal or issuance of non-driver identification cards and drivers' licenses on certification of inspectors or to receive documents relating to certif- icates of title. The work in such temporary branch offices shall be performed by one or more employees of the clerk's office designated for the purpose without additional compensation.
