TITLE OF BILL:

An act in relation to granting on-premise alcohol retailers an extension
of one year to renew their expired liquor license without any late fees
during the COVID-19 state disaster emergency

 
PURPOSE OR GENERAL IDEA OF BILL:

The purpose of this legislation is to provide relief to on-premise
liquor license holders who experienced a renewal during 2020 and allow-
ing them a one-year extension.

 
SUMMARY OF SPECIFIC PROVISIONS:

Section 1: Outlines if an on-premise alcohol retailer experienced a
renewal date for their New York state liquor license between the date a
state disaster emergency was declared by the Governor and December 31,
2020, that retailer shall receive a one year extension from the time the

liquor license expired to renew such license. No fees shall be charged
for the extension.

Section 2: This act shall take effect immediately.

 
JUSTIFICATION:

The Covid-19 pandemic has been absolutely devastating for our state and
nation. There is perhaps no sector hit harder by the economic shutdown
than the hospitality industry. These are our neighborhood restaurants,
bars and other entertainment venues, where the vast majority of these
operations are locally-owned small businesses that employ tens of thou-
sands of New Yorkers.

Though they paid their fees to the state, most of these establishments
remain shutdown or operating at a level far below their full capacity.
This bill will provide some relief for an industry in need of assistance
because of. executive orders and a pandemic beyond anyone's control.

 AN ACT in relation to granting on-premise alcohol retailers an extension
   of one year to renew their expired liquor  license  without  any  late
   fees during the COVID-19 state disaster emergency
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Notwithstanding any other provision of law to the contrary,
 if an on-premise alcohol retailer has experienced  a  renewal  date  for
 their  New  York  state liquor license between the date a state disaster
 emergency was declared by the governor pursuant to executive  order  202
 and  December  31, 2020, such retailer shall receive an extension of one
 year from the time  such  liquor  license  has  expired  to  renew  such
 license, and no late fees shall be charged for such extension.
