BILL NUMBER: S9104 SPONSOR: JORDAN TITLE OF BILL: An act to amend the state finance law, in relation to creating the public/private security camera fund; and making an appropriation there- for SUMMARY OF PROVISIONS: Section 1 creates a new section 99-ii of the state finance law, which authorizes a public/private security camera fund and provides for how the fund shall be operated. This section provides that the fund shall include revenues from the abandoned property fund and any other funding source pursuant to law as well as any individual or private contrib- utions made to it. This section further provides that $10,000,000 shall be allocated to the fund for use in providing video surveillance systems for businesses across the State and provides factors for consideration for which businesses will receive funds. Any business that receives funds shall provide law enforcement with access to their video surveil- lance system.

JORDAN -- read twice and ordered printed, and when printed to be committed to the Committee on Finance AN ACT to amend the state finance law, in relation to creating the public/private security camera fund; and making an appropriation therefor THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. The state finance law is amended by adding a new section 99-ii to read as follows: § 99-II. PUBLIC/PRIVATE SECURITY CAMERA FUND. 1. THERE IS HEREBY ESTABLISHED IN THE JOINT CUSTODY OF THE STATE COMPTROLLER AND THE COMMISSIONER OF TAXATION AND FINANCE A SPECIAL FUND TO BE KNOWN AS THE PUBLIC/PRIVATE SECURITY CAMERA FUND. 2. SUCH FUND SHALL CONSIST OF ALL REVENUES RECEIVED FROM THE ABANDONED PROPERTY FUND PURSUANT TO SECTION NINETY-FIVE OF THIS ARTICLE, FROM THE GENERAL FUND, AND FROM ALL OTHER MONEYS CREDITED OR TRANSFERRED THERETO FROM ANY OTHER FUND OR SOURCE PURSUANT TO LAW. SUCH FUND SHALL ALSO RECEIVE CONTRIBUTIONS FROM PRIVATE INDIVIDUALS, ORGANIZATIONS, OR OTHER PERSONS TO FULFILL THE PURPOSES OF THE PUBLIC/PRIVATE SECURITY CAMERA FUND. 3. THE SUM OF TEN MILLION DOLLARS ANNUALLY SHALL BE USED FOR GRANTS RELATED TO PROVIDING VIDEO SURVEILLANCE SYSTEMS FOR BUSINESSES OR NOT- FOR-PROFIT CORPORATIONS IN HIGH CRIME AREAS OF THE STATE. THE GRANTS SHALL BE DISTRIBUTED PURSUANT TO A PLAN DEVELOPED BY THE COMMISSIONER OF CRIMINAL JUSTICE SERVICES. SUCH PLAN SHALL CONSIDER FACTORS SUCH AS THE CRIME RATE IN THE IMMEDIATE VICINITY OF THE BUSINESS OR NOT-FOR-PROFIT CORPORATION, WITH PRIORITY GIVEN TO SMALL BUSINESSES AND NOT-FOR-PROFIT CORPORATIONS IN AREAS WITH HIGH CRIME RATES, THE NUMBER OF EMPLOYEES OF THE BUSINESS OR NOT-FOR-PROFIT CORPORATION, WITH PRIORITY GIVEN TO SMALL BUSINESSES AND NOT-FOR-PROFIT CORPORATIONS AND THE PUBLIC SAFETY BENE- FITS OF PLACING A VIDEO SURVEILLANCE SYSTEM AT SUCH BUSINESS OR NOT-FOR- PROFIT CORPORATION. NO BUSINESS OR NOT-FOR-PROFIT CORPORATION SHALL RECEIVE MORE THAN ONE THOUSAND DOLLARS IN GRANT MONEY.
