   read once and referred to the Committee on Governmental Operations
 
 AN  ACT to amend the state finance law, in relation to requiring certain
   payments be done through electronic fund transfers
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:

   Section 1. Section 200 of the state finance law is amended by adding a
 new subdivision 1-a to read as follows:
   1-A.  NOTWITHSTANDING  ANY  LAW  TO  THE CONTRARY, THE SALARIES OF ALL
 OFFICERS OF THE STATE, AND THE WAGES OF ALL EMPLOYEES THEREOF  SHALL  BE
 PAID THROUGH ELECTRONIC FUND TRANSFERS.
   §  2.  The state finance law is amended by adding a new section 169 to
 read as follows:
   § 169. PAYMENT VIA ELECTRONIC FUND TRANSFERS.  ALL  VENDORS  SHALL  BE
 PAID FOR ANY SERVICES AND COMMODITIES THROUGH ELECTRONIC FUND TRANSFERS.
   §  3. This act shall take effect one year after it shall have become a
