AN ACT authorizing the commissioner of general services to transfer and
convey certain unappropriated state land to the Richmond Amateur
Sports Association, Inc.; and providing for the repeal of such
provisions upon expiration thereof
THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
BLY, DO ENACT AS FOLLOWS:
Section 1. Subject to the provisions of this act but notwithstanding
any other provision of law to the contrary, the commissioner of general
services is hereby authorized to transfer and convey to the Richmond
Amateur Sports Association, Inc., in consideration of one dollar and
upon such other consideration as the commissioner may deem proper,
approximately 8.17 acres of land in the southeastern portion of the
parcel of the land known or formerly known as the Staten Island Develop-
mental Center which has been declared to be abandoned state land by the
office for people with developmental disabilities.
§ 2. The lands authorized by section one of this act to be transferred
and conveyed are as follows:
ALL that certain lot, piece or parcel of land situate, lying and being
in the Borough of Staten Island, County of Richmond, City and State of
New York, more particularly bounded and described as follows:
Beginning at the intersection of the easterly line of Lands of the
People of the State of New York as described in Book 812 of Deeds at
page 150 and the northerly line of lands conveyed to the City of New
York on December 15, 1952 recorded in Book 73 of Patents at page 273,
thence along said division line on a curve to the right, having a radius
of 8,150.00 feet, an arc length of 594.92 feet, being subtended by a
chord of N 60°35'29" W a distance of 594.79 feet to a point, thence
through said lands of the People of the State of New York the following
five (5) courses and distances:
1.) N 21°28'00" E a distance of 330.75 feet to a point,
2.) N 41°48'26" E a distance of 132.27 feet to a point,

3.) on a curve to the right, having a radius of 210.00 feet, an arc
length of 345.82 feet to a point,
4.) S 43°50'26" E a distance of 202.84 feet to a point, and
5.) S 59°18'00" E a distance of 150.16 feet to a point on the easterly
line of said lands of the People of the State of New York thence along
said easterly line the following two (2) courses and distances:
1.) S 30°42'00" W a distance of 436.04 feet to a point, and
2.) S 23°29'00" W a distance of 115.61 feet to the point or place of
beginning.
Containing 8.17 acres of land more or less.
BEING a portion of lands conveyed to the People of the State of New
York by Deed dated December 28, 1938 from Henry Heilbrunn recorded in
the Richmond County Clerk's Office in Liber 812 of Deeds at Page 150.
§ 3. The description in section two of this act of the land to be
conveyed is not intended to be a legal description but is intended to
identify the parcel to be conveyed. As a condition of the transfer, the
Richmond Amateur Sports Association, Inc. shall submit to the commis-
sioner of general services, for his or her approval, an accurate survey
and description of the lands to be conveyed, which may be used in the
conveyance thereof.
§ 4. The office of general services shall not transfer or convey the
aforesaid land unless application is made to the office of general
services by the Richmond Amateur Sports Association, Inc. within one
year after the effective date of this act. Said application shall be in
the form of a resolution setting forth a comprehensive statement
approved by its managing board, acknowledging and accepting the use
restrictions set forth in section five of this act.
§ 5. Any lands transferred pursuant to this act shall be used exclu-
sively to utilize the subject property and improve the structures on the
subject property for the purpose of providing recreational and sporting
activities to the community and upon termination of such use, title to
the lands so transferred shall revert to the state of New York. The
reverter interest, specifying that title to the lands so transferred
shall revert to the state of New York upon termination of such use,
shall be included in any conveyance instrument used to transfer such
land pursuant to this act.
§ 6. This act shall take effect immediately and shall expire and be
deemed repealed 2 years after such date.
