Requires the issuance and display of a TNC driver identification card which includes such driver's name, photograph and license plate number, and additionally requires each TNC vehicle to display an illuminated sign indicating the TNC for which the TNC driver is providing the TNC service or TNC prearranged trip; requires rules to implement a machine-readable code or image.

FAHY, EPSTEIN, PAULIN, SIMON, GRIFFIN -- read once and referred to the Committee on Transportation AN ACT to amend the vehicle and traffic law, in relation to the iden- tification of transportation network company drivers and vehicles THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM- BLY, DO ENACT AS FOLLOWS: Section 1. Subdivision 5 of section 1692 of the vehicle and traffic law, as added by section 2 of part AAA of chapter 59 of the laws of 2017, is amended to read as follows: 5. A TNC's digital network shall display a picture of the TNC driver, and provide the make, model, color and license plate number of the TNC vehicle utilized for providing the TNC prearranged trip before the passenger enters the TNC vehicle. THE DIGITAL NETWORK SHALL ALSO ENABLE THE PASSENGER TO SCAN, WITH THE PASSENGER'S MOBILE DEVICE, THE TNC VEHI- CLE'S MACHINE-READABLE CODE OR IMAGE REQUIRED BY SECTION SIXTEEN HUNDRED NINETY-SIX OF THIS ARTICLE, PRIOR TO ENTERING THE TNC VEHICLE AND PRIOR TO THE RELEASE OF PAYMENT, IN ORDER TO CONFIRM THAT THE TNC VEHICLE IS THE ONE AUTHORIZED FOR THE PASSENGER'S TNC PREARRANGED TRIP. § 2. Paragraph (c) of subdivision 1 and subdivision 5 of section 1696 of the vehicle and traffic law, as added by section 2 of part AAA of chapter 59 of the laws of 2017, are amended and a new subdivision 6 is added to read as follows: (c) Upon review of all information received and retained by the TNC and upon verifying that the individual is not disqualified pursuant to this section from receiving a TNC driver permit, a TNC may issue a TNC driver permit to the applicant. The TNC shall review all information received relating to such applicant and hold such information for six years along with a certification that such applicant qualifies to receive a TNC driver permit. A TNC SHALL ISSUE A TNC DRIVER IDENTIFICA- TION CARD, IN A FORM PRESCRIBED AND APPROVED BY THE COMMISSIONER, TO EACH INDIVIDUAL WHO QUALIFIES TO RECEIVE A TNC DRIVER PERMIT PURSUANT TO EXPLANATION--Matter in ITALICS (underscored) is new; matter in brackets [ ] is old law to be omitted.
