 AN ACT to amend the civil service  law,  in  relation  to  allowing  the
   implementation  of  body  cameras  on  police officers notwithstanding
   binding arbitration
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 204-a of the civil service law is amended by adding
 a new subdivision 4 to read as follows:
   4.  THE  TERMS  OF ANY AGREEMENT OR INTEREST ARBITRATION AWARD BETWEEN
 ANY PUBLIC EMPLOYER AND ANY PUBLIC  EMPLOYEE  ORGANIZATION  REPRESENTING
 POLICE  OFFICERS  AUTHORIZING AN INCREASE IN THE RATE OF PAY OR EXPANDED
 DUTY PAY IN RECOGNITION OF  THE  ADDITIONAL  AND  CONTINUED  DUTIES  AND
 RESPONSIBILITIES  PERFORMED  BY POLICE OFFICERS IN CONNECTION WITH BODY-
 WORN CAMERAS SHALL BE INVALID AND NO SUCH AGREEMENT SHALL INCLUDE  BIND-
 ING  ARBITRATION  FOR THE PURPOSES OF AUTHORIZING SUCH A PAY INCREASE OR
 EXPANDED DUTY PAY; PROVIDED, HOWEVER, THAT A MUNICIPALITY MAY  AUTHORIZE
 SUCH  A PAY INCREASE OR EXPANDED DUTY PAY WITHOUT BINDING ARBITRATION AT
 THE OPTION OF SUCH MUNICIPALITY.
   § 2. This act shall take effect immediately.

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
