 AN ACT to amend the labor law,  in  relation  to  notifying  individuals
   applying  for and receiving unemployment benefits of rental assistance
   and mortgage assistance programs
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The labor law is amended by adding a new section 596-a to
 read as follows:
   § 596-A.  NOTIFICATION OF RENTAL ASSISTANCE  AND  MORTGAGE  ASSISTANCE
 PROGRAMS.    THE  COMMISSIONER SHALL PROVIDE A NOTICE TO EACH INDIVIDUAL
 FILING A NEW CLAIM FOR UNEMPLOYMENT BENEFITS AND EACH TIME AN INDIVIDUAL
 RECERTIFIES FOR SUCH BENEFITS INFORMING THE INDIVIDUAL OF RENTAL ASSIST-
 ANCE AND MORTGAGE ASSISTANCE PROGRAMS AVAILABLE THROUGH THE DIVISION  OF
 HOUSING AND COMMUNITY RENEWAL AND OTHER STATE AGENCIES.  THE COMMISSION-
 ER  SHALL  ALSO  PROVIDE  A  LINK  TO  SUCH PROGRAMS ON THE DEPARTMENT'S
 WEBSITE.  SUCH LINK SHALL BE PROMINENTLY DISPLAYED AND EASILY ACCESSIBLE
 BY INDIVIDUALS SEEKING UNEMPLOYMENT BENEFITS.
   § 2. This act shall take effect immediately; provided,  however,  that
 the  notice  of  rental  assistance  and  mortgage  assistance  programs
 required pursuant to section one of this act shall be  provided  to  all
 individuals who have filed a claim for unemployment benefits on or after
 March 1, 2020.

 AN  ACT  to  amend  the  labor law, in relation to notifying individuals

   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1.  The labor law is amended by adding a new section 596-a  to

 AN  ACT  to  amend  the  labor law, in relation to notifying individuals
   applying for and receiving unemployment benefits of rental,  mortgage,
   food, and utility assistance programs
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Section 540 of the labor law, as amended by chapter 601  of
 the laws of 2007, is amended to read as follows:
   §   540.   [Informational   pamphlet]  INFORMATION  about  food  stamp
 [program], UTILITY, AND RENTAL AND  MORTGAGE  ASSISTANCE  PROGRAMS.  The
 commissioner  shall establish procedures whereby each person who files a
 claim for unemployment insurance pursuant to section five hundred  nine-
 ty-six  of this article, shall receive [an informational leaflet] INFOR-
 MATION about the food stamp program provided by the office of  temporary
 and  disability  assistance pursuant to subdivision six of section nine-
 ty-five-a of the social services law  AND  THE  UTILITY  ASSISTANCE  AND
 RENTAL  AND  MORTGAGE ASSISTANCE PROGRAMS AVAILABLE THROUGH THE DIVISION
 OF HOUSING AND COMMUNITY RENEWAL AND THE OFFICE OF TEMPORARY  AND  DISA-
 BILITY ASSISTANCE. THE COMMISSIONER SHALL ALSO PROVIDE INFORMATION ABOUT
 SUCH  PROGRAMS  ON  THE DEPARTMENT'S WEBSITE.  SUCH INFORMATION SHALL BE
 PROMINENTLY DISPLAYED AND EASILY  ACCESSIBLE  BY  INDIVIDUALS  FILING  A
 CLAIM OR CERTIFYING FOR UNEMPLOYMENT BENEFITS.
   § 2. This act shall take effect immediately.
