 AN ACT to amend the public service law, in relation to prohibiting tele-
   phone corporations from charging a caller any increased rates,  charg-
   es,  or  fees for long-distance or other calls without first notifying
   such caller

   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.   Subdivision 2 of section 91 of the public service law is
 amended by adding a new paragraph (c) to read as follows:
   (C) NO TELEPHONE CORPORATION SHALL CHARGE, DEMAND, COLLECT, OR RECEIVE
 FROM ANY PERSON OR CORPORATION AN INCREASED RATE, CHARGE, OR FEE FOR ANY
 CALL MADE OR RECEIVED BY SUCH PERSON OR  CORPORATION  WITHOUT  NOTIFYING
 SUCH  PERSON  OR  CORPORATION  AT  THE  BEGINNING  OF  SUCH CALL OF SUCH
 INCREASED RATE, CHARGE, OR FEE. INCREASED RATES, CHARGES, OR FEES  UNDER
 THIS  PARAGRAPH  SHALL  INCLUDE  BUT  NOT BE LIMITED TO INCREASED RATES,
 CHARGES, OR FEES FOR LONG-DISTANCE CALLS MADE OR RECEIVED BY A PERSON OR
 CORPORATION.
   § 2. This act shall take effect on the sixtieth  day  after  it  shall
 have become a law. Effective immediately, the addition, amendment and/or
 repeal  of  any  rule  or regulation necessary for the implementation of
 this act on its effective date are authorized to be made  and  completed
 on or before such effective date.
