 AN ACT to amend the vehicle and traffic law, in relation to establishing
   the idle engine health and environmental impact program
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  vehicle  and  traffic law is amended by adding a new
 section 224-b to read as follows:
   § 224-B. IDLE ENGINE HEALTH AND ENVIRONMENTAL IMPACT PROGRAM.  1.  THE
 COMMISSIONER,  AFTER CONSULTATION WITH THE COMMISSIONER OF ENVIRONMENTAL
 CONSERVATION AND THE COMMISSIONER OF HEALTH, SHALL ESTABLISH AND  IMPLE-
 MENT AN IDLE ENGINE HEALTH AND ENVIRONMENTAL IMPACT PROGRAM.
   2.  THE  IDLE  ENGINE HEALTH AND ENVIRONMENTAL IMPACT PROGRAM SHALL BE
 ESTABLISHED FOR  THE  PURPOSE  OF  PROVIDING  EDUCATION,  ADVOCACY,  AND
 INCREASED AWARENESS OF LAWS REGARDING VEHICLE EMISSIONS AND IDLING VEHI-
 CLES, AND THE HEALTH AND ENVIRONMENTAL IMPACTS OF IDLING VEHICLES.  SUCH
 HEALTH  AND  ENVIRONMENTAL IMPACTS SHALL INCLUDE, BUT NOT BE LIMITED TO:
 (A) LEVELS OF AIR POLLUTION FROM VEHICLE  EMISSIONS;  (B)  ENVIRONMENTAL
 IMPACTS  OF  CARBON  DIOXIDE  EMISSIONS; AND (C) HEALTH RISKS ASSOCIATED
 WITH EXPOSURE TO VEHICLE EMISSIONS.
   3. THE DEPARTMENT SHALL CREATE A FACT SHEET CONTAINING INFORMATION  ON
 LAWS  REGARDING VEHICLE EMISSIONS AND IDLING VEHICLES AND THE HEALTH AND
 ENVIRONMENTAL IMPACTS OF IDLING VEHICLES PURSUANT TO SUBDIVISION TWO  OF
 THIS SECTION. SUCH FACT SHEET SHALL BE DISTRIBUTED TO HOLDERS OF A DRIV-
 ER'S LICENSE UPON REGISTRATION OR RENEWAL OF SUCH DRIVER'S LICENSE.
   4.  THE  DEPARTMENT SHALL PROMULGATE SUCH RULES AND REGULATIONS AS ARE
 NECESSARY TO IMPLEMENT THE PROVISIONS OF THIS SECTION.
   § 2. This act shall take effect immediately.

 AN  ACT  to  amend  the  environmental  conservation law, in relation to
   educating the public about the health  and  environmental  impacts  of
   idling vehicles
 
   THE  PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section 1. Paragraph b of subdivision 2  of  section  19-0301  of  the
 environmental conservation law is amended to read as follows:
   b.  Encourage  voluntary cooperation by all persons in controlling air
 pollution and air contamination, INCLUDING BUT NOT LIMITED TO, EDUCATING
 THE PUBLIC ABOUT THE HEALTH AND ENVIRONMENTAL IMPACTS  OF  IDLING  VEHI-
 CLES,  SUCH  AS  AIR  POLLUTION  FROM  VEHICLE  EMISSIONS, ENVIRONMENTAL
 IMPACTS OF CARBON DIOXIDE EMISSIONS AND  HEALTH  RISKS  ASSOCIATED  WITH
 EXPOSURE  TO  VEHICLE  EMISSIONS.  SUCH  EDUCATION  SHALL, AT A MINIMUM,
 INCLUDE DEVELOPING AND DISTRIBUTING EDUCATIONAL  MATERIALS  AND  POSTING
 SUCH INFORMATION ON THE DEPARTMENT'S WEBSITE.
   § 2. This act shall take effect immediately.
