   on Corporations, Authorities and Commissions
 
 AN ACT to amend the public authorities law, in relation to requiring the
   dormitory  authority of the state of New York to fulfill certain mone-
   tary commitments
 
   THE PEOPLE OF THE STATE OF NEW YORK, REPRESENTED IN SENATE AND  ASSEM-
 BLY, DO ENACT AS FOLLOWS:
 
   Section  1.  The  public  authorities  law  is amended by adding a new
 section 1678-b to read as follows:
   § 1678-B. FULFILLMENT OF AUTHORITY  COMMITMENTS.  NOTWITHSTANDING  ANY
 PROVISION  OF  LAW  TO  THE  CONTRARY,  THE  AUTHORITY SHALL FULFILL ALL
 OUTSTANDING MONETARY COMMITMENTS MADE TO  ANY  LOCAL  GOVERNMENT  FOR  A
 FISCAL YEAR PRIOR TO ALLOCATING ANY MONEYS TO ECONOMIC DEVELOPMENT GRANT
 PROGRAMS FOR THE FOLLOWING FISCAL YEAR.
   § 2. This act shall take effect immediately.
